For instance, is the prefix still a digraph (two letters), as back in the days of JM/WAVE? What are the preferred numbers of characters following the prefix? Also - can someone recommend a CIA watch site, similar to Ralph McGehee's presumably discontinued CIABASE, once available on CD-ROM? Does such a site exist? Surely someone who has filed a FOIA request in the last decade could provide this basic format information. I could dig a bit harder into FOIA returns online also.
