But like you said, there isn't much supporting evidence. Of course, Fletcher Prouty makes the case that Bush had a more hands-on role. It also wouldn't surprise me if Dulles gave George Bush some special role, if even a symbolic one, given that Prescott was Dulles' man in the Senate. As far as Porter Goss being involved in Operation 40--Jim, you're right that most of the speculation comes from the photo ID. Goss has denied the man in the picture is him and went as far as denying ever hearing of Operation 40. He did work at JM/WAVE during '62 though and claims his role was mostly as a photo analyst.
