I take it mean that unlike Germany, Russia hasn't been able to get rid of "its" Gestapo, and will find it very difficult to ever become a democracy. Of course former Gestapo were very much a part of the new Germany, and presumably also part of the KGB. Ron - I made it through but agree with you that the point of the article was immediately clear.
