In 1963, Echeverria and Mexican President Gustavo Diaz Ordaz were among 12 CIA spies high in the Mexican government. The network was run by CIA station chief Win Scott and codenamed LITEMPO. To quote from Jefferson Morley’s article:

Begun in 1960, LITEMPO served as "an unofficial channel for the exchange of selected sensitive political information which each government wanted the other to receive but not through public protocol exchanges."

On doing further research, I think the Rodriguez Molina in question probably refers to Joe Rodriguez Molina of the GI Forum fame.

There is a person on the alt.conpiracy.jfk newsgroup who thinks that more than one Molina was picked up that day.
