In 1963, Echeverria and Mexican President Gustavo Diaz Ordaz were among 12 CIA spies high in the Mexican government. The network was run by CIA station chief Win Scott and codenamed LITEMPO. On doing further research, I think the Rodriguez Molina in question probably refers to Joe Rodriguez Molina of the GI Forum fame.
