Paul: I have not listened to the full interview due to time restraint on my part. What I did hear was fascinating. Walt is extremely articulate and a most interesting person to interview. He has done his homework in spades on the JFK assassination. He does put George H. W. Bush on the ground in Dallas as the overseer of the assassination. There has always been the rumor in Texas, where I live, that the original decision to kill Kennedy was reached at a clandestine meeting of Lyndon Johnson and George H. W. Bush in Galveston.

The last time I saw Hunt was in 1975 just before he entered prison when we had dinner in Washington. I had no contact with him while he was in prison and in the years afterward our contact was sporadic through letters sent via USPS. At no time during this period did the topic of Helms come up. As a professional CIA agent Howard came to understand that his contact with Helms and with others CIA key personnel that he had known for many years was ended by Watergate. The preservation of the CIA and of its reputation was paramount and Watergate had made Howard radioactive. The Church Committee hearings in 1975-76 posed a serious threat to the CIA. I have often wondered how James McCord viewed the fallout of Watergate as it affected the CIA as one of the primary reasons he gave for writing Judge Sirica in March 1973 to expose the cover-up was his fear for the future of the CIA. His letter opened the floodgates of criticism of the CIA and of investigations into its operations.

I believe Helms and Hunt, both longtime skilled covert operators, realized that once Nixon became President there arose the opportunity for Hunt to join the White House staff as the CIA's eyes and ears. This could not be done if Hunt were an active CIA officer. So Hunt "retired" and Helms placed him in the Mullen Company, which was a cloaked CIA front entity. This is where I met Hunt when he joined the Mullen staff six months after General Foods Corporation, my employer, had transferred me to Washington in 1969 to be its Washington Representative but to work out of the Mullen Company for the first year. I was not informed that the Mullen Company was a CIA front entity and did not learn of this until later in the Watergate case. Once onboard the Mullen Company staff, Hunt slowly began to lobby his friend and fellow alumnus of Brown University, Charles (Chuck) Colson, a member of Nixon's inner circle, to join the White House staff. It was just the right time to do so because Nixon and Kissinger were gravely concerned about detrimental leaks from inside the White House and Hunt could be helpful because of his intelligence background in ferreting out the leakers. So the White House Plumbers unit was formed and Hunt became a member of it along with Gordon Liddy. (At Hunt's request I wrote a letter of employment recommendation in his behalf to the White House.) Once on the White House staff Hunt regularly sent reports to Helms of what he learned about developments inside the White House and in the Nixon Administration. This worked out well for Helms and the CIA until Watergate broke. Up until then Helms' and Hunt's early covert planning to get Hunt on the White House staff had paid off handsomely. A lot is still not known about Watergate, especially about the all important Huston Plan. Nixon was forced to resign because of the fear of the key intelligence and law enforcement agencies that their roles in Huston Plan would become public if he did not do so. In some ways Watergate rivals the JFK assassination with its many twists and turns and hidden history.

Watergate was a covert operation of the Huston Plan. Nixon developed the Huston Plan in cooperation with Tom Huston who was a former military intelligence officer before he joined Nixon's White House staff. (Huston had been a founder of Young Americans for Freedom in 1960, which was how I first met him.) When John Dean was fired or resigned in April 1973 he took the White House copy of the Huston Plan and delivered it to Chief Judge John Sirica, who sealed it in the court record where it has sat immune from subpoena for all these years. Sirica was an integral part of the Huston Plan, having appointed the federal judges to the "illegal" pre-FISA court that convened at 1 a.m. as the occasion demanded in a secret courtroom several stories underneath an apartment house in the Georgetown section of Washington (four blocks from where I lived.) There is a good chance that Watergate via the Huston Plan and the "illegal" pre-FISA court will emerge in the coming weeks as a major issue in the wrap-up of the Mueller investigation of Trump.

Don't forget that it was Richard Helms, the Director of the CIA, who personally placed Howard Hunt in the Robert Mullen Company in 1970, which had been incorporated by the CIA in 1959 and was a CIA front. Helms proudly kept Hunt's published books on display in his CIA office. Charles Colson sponsored Hunt to join the White House staff. Once there Hunt sent reports on a regular basis to Helms as to what he had learned about developments inside the White House. As Howard once told me, gathering information is what the CIA does. It is its purpose.

This is relevant extract from Chapter Nine: Examining Halpern’s RFK Narrative—A Methodological Approach: Given the historical significance of Halpern’s RFK story and the present popularity of the Castro-killed-Kennedy paradigm, nothing less than a rigorous examination is called for. The methodology I will employ is analogous to what most people have experienced when watching time-lapsed photography. The slow movement of objects through time are observable through the horizontal merging (“splicing”) of frames separated by longer units of time. A similar effect can be achieved with information arranged through vertically merging transparent overlays of the data. By selecting information for the overlays from different sources, a more complete picture of the subject becomes visible. In U.S. Army Intelligence we use this approach to obtain an accurate picture of the battlefield. One overlay would be information about the disposition of friendly forces; another overlay would be information about the disposition of enemy forces; and other overlays would be information about geography, weather, illumination, and other factors that can affect the outcome of a conflict. We call this the Intelligence Preparation of the Battlefield (IPB). To examine Halpern’s theories about Robert Kennedy’s activities in 1962, I will employ a methodology similar to the IPB. Three transparent overlays of information will be superimposed together. In this chapter, I will discuss the first overlay. The information in it will present a chronological illustration of Halpern’s RFK-Mafia façade. The complicated nature of Halpern’s fabrications will require careful analysis and explanation. The audit trail of every piece of oral evidence must be carefully tracked from the moment of creation to its resting place in Halpern’s epic RFK-Mafia story. In Chapter Ten, I will add the second overlay. Mercifully, it is more straightforward than the first. The second overlay is a thorough arrangement of information from contemporary CIA cables and internal memoranda from 1962 describing Bobby Kennedy’s routine requests for CIA assistance. When this layer of evidence is superimposed over Halpern’s RFK history, the results are startling. Finally, in Chapter Thirteen I will add a third revealing overlay and superimpose it over the first two. That overlay sets forth the true CIA-Mafia plot to assassinate Castro and the secret transfer of that plot in 1962 from the CIA Security Office to Halpern’s boss, William Harvey. The superimposition of this third overlay reveals how the CIA kept RFK in the dark about the transfer of the plot to Harvey and how Sam Halpern conflated Bobby’s routine requests described in the second overlay (Chapter Ten) into the threads of his mercurial epic.

From Chapter One of my autobiography "Being There: Eyewitness to History" published June 2018: In late 1954 two local activists, Kent and Phoebe Courtney, announced that they were holding a public meeting in a pavilion in Audubon Park to enlist citizens who opposed the censure of Senator Joseph McCarthy pending before the U.S. Senate. Our residence was only a few blocks from Audubon Park so I decided to attend as my parents admired McCarthy’s spirited fighting against communism. An enthusiastic crowd of about 40 persons attended the Courtneys’ meeting and assignments were handed out. My assignment was to set up a card table in the plaza in front of St. Louis Cathedral in the French Quarter to collect signatures on a petition that opposed the censure of McCarthy as part of a national petition drive headed by General Bonner Fellers. I had little difficulty in collecting signatures as the Catholics who attended services at the Cathedral were sympathetic towards McCarthy who was a fellow Catholic. A few months later Kent and Phoebe announced they were starting a monthly conservative publication, Free Men Speak, which subsequently became The Independent American. I volunteered to work on the publication after high school. As a result Kent started taking me to meetings such as Toastmasters International and to a radio station where he had a weekly radio show. Several times during the period of 1955-1956, while still in a high school student, I would accompany Kent to meetings with Guy Banister, a former FBI agent, then Assistant Supervisor of the New Orleans Police Department. The topic at these meetings was the extent of organized crime in the city and more particularly the efforts of the Metropolitan Crime Commission of New Orleans headed by Aaron Kohn to combat it. So how did Lee Harvey Oswald manage to enter into the picture during this period? Why he was living with his mother in the Vieux Carre section of the French Quarter, less than a five minute walk from Banister’s office. Oswald was then about 16 years old and enrolled in a different high school than the one I attended. “During his early childhood and adolescence in New Orleans, Lee Oswald lived with his divorced mother at a number of different locations, usually in small rented houses or apartments in a moderate-to-lower-income section of the city. While the record of residences is not complete, one address was 126 Exchange Alley. During her testimony before the Warren Commission, Mrs. Marguerite Oswald indicated that she and her son lived there when Oswald was about to 16 years old, roughly the years 1955-56. They were "living at 126 Exchange Place, which is the Vieux Carre section of the French Quarter of New Orleans." During her testimony, Mrs. Oswald noted that "the papers said we lived over a saloon at that particular address * * * that is just the French part of town. It looks like the devil. Of course I didn't have a fabulous apartment. But very wealthy people and very fine citizens live in that part of town. * * .. While Mrs. Oswald correctly noted that "wealthy" citizens resided in some sections of the French Quarter, Exchange Alley was well known as the location of other elements; it was an area notorious for illicit activities. As the managing director of the Metropolitan Crime Commission of New Orleans, Aaron Kohn recalled, "Exchange Alley, specifically that little block that Oswald lived on, was literally the hub of some of the most notorious underworld joints in the city." He noted further that Exchange Alley was the location of various gambling operations affiliated with the Marcello organization. His plans attracted opposition from the local American Legion, especially Kent Courtney, Festus Brown and James Pfister. The Legion organized a Free Enterprise Seminar ‘to alert local college students to the dangers involved in attending the communist-sponsored World Youth Festival in Vienna.’ Speakers at the seminar include Guy Banister, Medford Evans and Douglas Caddy. Oswald was branded the alleged assassin. Banister gained instant fame as someone who interacted in a mysterious way with Oswald in New Orleans in the months before the assassination by allegedly being his handler (they shared the same business address). Years later I ended up representing Howard Hunt, a key figure in the assassination, who claimed that Lyndon Baines Johnson was at the top of the conspiracy pyramid. I also was destined subsequently to represent Billie Sol Estes, LBJ’s bagman and silent business partner, who maintained to his death that LBJ killed JFK. But in 1955 Oswald, Banister and I were within walking distance of each other but, of course, none of us had any inkling of what the future held.
