IMO, Dubya was, at best, a somewhat clueless public relations spokesman for Cheney, Rumsfeld, and the PNAC Neocon engineers of the 9/11 op and the ensuing "War on Terror." At the end of his disastrous tenure in the White House, Dubya told Katie Couric that, "The hardest thing I had to do as President was trying to explain why we needed the war in Iraq."
