The Meet - The origins of the Mob and the Atlantic City Conference

In 1927 Atlantic City, New Jersey, was New York's playground, the sands were bleach white and great hotels lined the seemingly endless Boardwalk. The perfect place for the first major Mob conclave in American history.

The newly married Meyer Lansky was there. It wasn't where he had planned to spend his honeymoon, but his boss and sometime partner Lucky Luciano needed him at the meeting, so ever the loyal corporate man, he was there....

....At the end of the Boardwalk, near the suburb of Chelsa, they stepped out of their chairs, rolled up their pants to their knees and waded into the ocean to discuss business. It was here, according to Luciano, that all of the big decisions were made.

Formal meetings were held in a large conference room, a crystal chandelier dangling above the rich mahogany table, all of it gleaming from the recent polishing.

Sitting around the table was Owney Madden, Frank Costello, Buchalter, Joe Adonis, Frank Erickson and Dutch Schultz. The boys would later meet and agree to the hit on Schultz.

From Brooklyn there was Albert Anastasia, Vincent Mangano and Frank Scalise. With Capone was his business manager, Jake Guzak, bodyguard Frankie Rio, underboss Frank Nitti, and a young thug bodyguard named Tony Accardo. During a break in the meeting, Meyer Lansky watched as Accardo returned from the Boardwalk and showed off a tattoo of an eagle that expanded its wings when he closed his fist. He proudly showed it to Capone who remarked, "Kid, you're gonna regret get'n that thing for the rest of your life."

Capone also brought along a heavy set, very tall and distinguished-looking man named Moses Annenberg. Annenberg wasn't a thug, not exactly. He began his career as a lowly circulation booster for the Chicago Tribune and eventually became the paper circulation manager. In 1904, he left the Tribune for William Randolph Hearst's operation, The Examiner, where he headed a small army of goons that included Dion O'Bannion, Bugs Moran, Frankie McErlane, Hymie Weiss, James Ragen, Walter Stevens, Tommy Maloy and Mossy Enright.

Their job was to beat up anyone who sold the opposing side's newspapers and the group committed several murders during the bloody circulation wars of 1910-1911.

In 1922, Annenberg borrowed money from mob boss Johnny Torrio to buy the Daily Racing Form, and with profits from that, he purchased other publications, including his own newspaper, the Philadelphia Inquirer. But, Annenberg's main income was from the Nationwide News Service, which provided the results of racetracks across the country, the perfect mechanism for organized crime to control the results of every racetrack in America.

Capone took the floor at the meeting and introduced Annenberg, and pointed out that millions could be made by subscribing to his news service, Nationwide, and turn it into a horse racing announcement service, thereby allowing the mob to control every gambling outlet in America. The bosses listened, they liked what they heard and within a year, Nationwide became the biggest gambler's outlet in the history of the world.

Capone, only 29 at the time, had another suggestion too. He wanted the various mobs to pool some of their money and jointly support a national discipline squad, a hit squad, who would enforce the syndicate's will. At the time, the bosses shrugged it off, but ten years later, the New York families did get together and financed just the type of thing Capone had been talking about, Murder Incorporated.

Meyer Lansky, the smartest man in the room, liked Capone, for if nothing else, Capone could be likable, charming even. But Meyer's boss Luciano, had a low opinion of Capone. Lucky, always on the lookout for the angle in every sentence, figured Capone was a braggart and a loud mouth who spent too much time trying to position himself within the national syndicate. On the other hand, Capone thought Luciano was an insane killer who was too eager to send a man to his grave during one of his all to frequent temper tantrums. .....

We learn from the diaries of the late journalist Drew Pearson that it

was Pearson who had persuaded Ragen, one month before his death, (Drew

Pearson's words, published in 1974):

"to meet with the FBI. I sold the idea to Tom Clark, then Attorney

General, and the FBI interviewed Ragen at great length. They brough

back a multitude of tips, leads, and evidence. Tom Clark told me

afterward that it led to very high places. J. Edgar Hoover intimated

the same thing. He said the people Ragen pointed to had now reformed.

I learned later that it pointed to the Hilton Hotel chain, HENRY

CROWN, the big Jewish financier in Chicago [involved in Cook County

real estate deals with Jake Arvey, the local Democratic Party Boss],

and Walter Annenberg [son of the prewar wire-service owner Moe

Annenberg]."

The liberal Pearson's information is partly cooroborated by the right

wing crime writers Lait and Mortimer, who reported that HENRY CROWN

bankrolled Jake Arvey in real estate, just as he put up $3 million for

Conrad Hilton to purchase the Waldorf Astoria. "The syndicate", they

noted elsewher, "owns a controlling interest in three of the most

importand hotel chanins in the country."

Mrs. Hooker was born in Chicago on Oct. 13, 1904, one of seven daughters of Moses Annenberg, the founder of Triangle Publications, and Sadie Annenberg. Three of the publications -- T.V. Guide, The Daily Racing Form and Seventeen Magazine -- were sold to Rupert Murdoch for $3 billion in 1988.

According to a 1990 article in Forbes Magazine, Mrs. Hooker and two of her sisters, Esther Simon and Lita Hazen, both now deceased, were major beneficiaries of the sale. The magazine reported that two sisters, Enid Haupt and Evelyn Hall, had previously cashed in most of their stock. The other two sisters, Pearl (Polly) Levee and Harriette Ames, were deceased. The surviving sisters, and families of the deceased, were also reported to have shared in the proceeds of the sale of General Motors stock valued at $825 million.

Mrs. Hooker was educated at Kemper Hall, an Episcopal school in Kenosha, Wis. An outgoing woman with a determined will and a quiet sense of humor, she tapped into the family tradition of charity as a young bride. Her early grants were primarily in the field of music. Later, her major contributions reflected her interest in the decorative arts.

In 1924 she was married to {B]L. Stanley Kahn,[/b] a publisher in the Annenberg communications empire. The couple divorced in 1937 and in the same year Mrs. Hooker, under the name of Janet Kahn, began a brief stage career. She appeared as a school trustee in ''Honor Bright,'' a play produced by Lee Shubert that was mounted in Detroit and Rhode Island but never came to New York. The following year, she married Joseph A. Neff of Lincoln, Neb., who had been in the clothing business in the West and later was involved in the sale of the Cleveland Plain Dealer to S.I. Newhouse. Mr. Neff died in 1969.

Her marriage to James Stewart Hooker took place in 1974. Mr. Hooker was head of labor relations for the Philadelphia Inquirer, an Annenberg newspaper at the time. Her son Gilbert said that the two met at business meetings and that the friendship evolved into a love match. Mr. Hooker died in 1976.

In addition to her two sons, Gilbert Kahn of Newport, R.I., and Miami, and Donald Kahn of Salzburg and London, she is survived by her two sisters, Enid Haupt of New York and Evelyn Hall of Palm Beach; her brother, Walter Annenberg of Philadelphia and Palm Springs, Calif.; five grandchildren and five great-grandchildren.

....In 1943 Bioff decided to inform on his Chicago gangster backers.

Frank "The Enforcer" Nitti shot himself rather than face trial, but a

number of top gangsters were convicted by Bioff's testimony: Louis Campagna,

Phil D'Andrea, Frank Maritone, Charles Gioe, and John Rosselli were convicted

of conspiracy to extort more than $1 milliom from the movie studios and sentenced

to ten years imprisonment and fines of $20,000 each.

The racketeers that Bioff helped put into prison were released almost as soon as they

had served the minimal one-third of their ten-year sentences, despite their reputation as

dangerous criminals. In 1946 a federal prosecutor had sent a memorandum to Tom Clark the

Attorney General of the United States, which stated: "The convicted defendants are

nortorious as successors to the underworld power of Al Capone. They are vicious criminals

who would stop at nothing to achieve their ends. The investigation and prosecution were attended

by murder, gunplay, threatening of witnesses, perjury."

On 13 August 1947 the three members of the federal parol board voted to release the movie racketeers

on parole. The release of the gangsters was considered so urgent that there was not time to make

the customary investigations of the parole advisors. Virgil Peterson, director of the CHicago Crime Commisssion at the time, wrote an account of the deals made by the gansters' attorneys that

resulted in such rapid and lenient treatment. In particular, Peteson implicated Maury Hughes and

Paul Dillon, both of whom had high level connections in the Truman administration, in the release

of the gangsters. These had "actively worked on their behalf as paid legal advisers." Gangsters,

like corporation before them, had worked out that it pays to have friends in the right places. 122

Of the co-conspirators, Louis Campagna and Phil D'Andrea died of old age in the mid-1950s, Chalres Gioe and Frank Maritote were murdered, and only John Rosselli would have much future significance.

After his short spell in federal prison Rosselli returned to Hollywood to part-produce several popular movies.....

So....what is "the story" with Tom Clark? He stood by, in 1946, with FBI's Hoover while important witness James Ragen

was left unprotected, after asking for bodyguards, in the wake of his weeks long secret testimony to the Justice Dept. concerning his long association with Moses Annennberg and the rest of the Chicago mob?

Later in 1946. Clark fired his domestic Nazi hunting assistant Atty. General O. John Rogge:

...and then buried Rogge's report on his dramatic interrogations of Goring and Ribbentrop at Nuremberg, dealing with the

collaboration of US business and political leaders with the Nazi regime....

Finally, Tom Clark seems to have been working for, or standing idly by....the early release of four dangerous mobsters

in 1948, contrary to the stern warnings of his own staff.

While the June 1948 investigation of the paroles of Capone gand members was in full swing, Clark was warning that

the Soviets wanted to move the US capital "from Washington to Moscow".

Regarding the Annenberg's if I am not mistaken they [at one time, I believe] owned the Philadelphia Inquirer, at any rate the issue of the Annenberg's involvement in the JFK Assassination, and I am not saying they were not "involved," becomes kind of weird when you realize, [and many don't]

that they had donated a very expensive painting to President Kennedy and Jackie around 1961.

I am not remotely suggesting this excludes the family from suspicion, but the Annenberg's would become in the Nixon/Reagan years, named to Ambassadorship's not unlike Joseph Kennedy, whom Walter Annenberg dispised.

The painting was of Benjamin Franklin by Scottish artist David Martin, and according to Ogden was hung in the Green Room of the White House.

As fate would have it, a man with the same name as FRANK STURGIS was arrested in Dallas on November 21, 1963. On November 3, 1977, HSCA Chief Robert Blakey received a report from "Geoffrey Alprin, former counsel, Washington, D.C., Metro Police Department, who said that after the arrest of STURGIS in 1972 break-in, Ronald Winter, Metro Police, told him that the Dallas Police Department said that FRANK A. STURGIS was arrested for vagrancy on November 21, 1963, in Dallas. Matter was checked out by fingerprints, but not same. Wilson [D.C. Police Chief Jerry Wilson] approved call to us. After failure to confirm identity - dropped. Check out." Geoffrey Alprin, a judge in Washington, D.C., was contacted in November, 1963. He stated: "I was the General Counsel of the Metro Police Department from 1970 to 1973. I called Bob Blakey. I knew him previously. I made the connection between Watergate burglar STURGIS, and somebody who had been arrested in Dallas for vagrancy on November 21, 1963, in June 1972. I was told that the STURGIS who had been arrested in Dallas was not the same guy as one of Watergate burglars. Detective Winter told me. Winter, or somebody, checked out the name 'FRANK STURGIS' with the Dallas Police, and maybe I got to see the report that way. That would not be unusual." Journalist Bruce Hall reported: "The 'Frank Sturgis' that was arrested on November 21, 1963, was from Brownwood, Texas. On November 12, 1950, Sturgis moved to Mesquite and attended school there. Sturgis went to East Texas State University. His one other brush with the law occurred August 15, 1959, when he was in the County Jail for stealing 15 stereo tapes." [Dallas County Court # C69-1019B; HSCA 180-10113-10405] In the Spring of 1973 a rumor that circulated in Washington, D.C., placed STURGIS in Dallas on November 21, 1963.

But in this case the mystery of Ryan/Pike, [if you want to call it that] is ostensibly “solved” in the WC interview with Roy William Pike who states that he had come to Dallas about ten years ago, circa 1953 seemingly disqualifying him as being Mike Ryan, he goes on to state that when he met Jack Ruby he was ashamed of not having any money and said his name was Mike Ryan, later he say’s he told Ruby that his name was really Roy William Pike, but that Ruby continued to call him Ryan

promoting a radio show called "The World of Fashion."

And what a small world it was, as later Davidson wound up hobnobbing with Jack Ruby, who "extended every hospitality" to Alfred.

The funny thing about all this is that we haven't even discussed Charles the "Babe" Baron.

Charles "Babe" Baron was an organized crime figure in Chicago, Illinois, who, owning a successful car dealership as well as holding the rank of Brigadier-General in the Illinois National Guard, and was involved in illegal gambling as a handbook operator for the Chicago Outfit.

Along with Dave Yaras and Lenny Patrick, Baron served as a protege to Democratic Party ward boss Jacob Arvey. Baron was an associate of Meyer Lansky. He was also a close associate of Patrick Hoy, a Henry Crown employee of General Dynamics who was later able to arrange a job for Sidney Korshak at the Hilton Hotels.

Twice arrested for murder, including that of bootlegger James Walsh, whom he shot and killed following a prize fight in 1929, and of North Side Gang financier 'Smiling' Gus Winkler, on October 9, 1933, Baron was identified as an associate of John Roselli during the Kefauver Hearings, in the 1950s.

It is alleged that “according to Jack Ruby and Baron associate Tony Zoppi, Baron knew U.S. Air Force General Curtis LeMay.”

Texas Widow Recalls Loans To Promoter

New York (AP) -- A Texas minister's widow told of selling 3,000 shares of stock for $30,000 and drawing $5,000 more from a bank to lend James E. Lofland,

accused of swindling several persons.

Esther Armstrong, 75, widow of H. Parr Armstrong of Fort Worth, took the stand as a major government witness.

She pointed out Lofland, "the man in the blue suit and shirt," as having proposed a "joint partnership" in development of property at Tucumcari, N.M.

Lofland is accused of taking $246,000 from Mrs. Armstrong: $234,000 from Myrtle Rupe of Oklahoma City, and other amounts from persons who were

not repaid.

Mrs. Rupe testified earlier in the week that she spent more than $235,000 on deals with Lofland. She said he repeatedly promised repayment from big loans

he said he expected, and that she pledged her house to borrow more when Lofland asked.

Lofland allegedly preyed upon recently widowed elderly women by promoting business deals, using their funds. Jailed in lieu of $100,000 bail

since capture by the F.B.I. last Aug. 25, Lofland had served six years on convictions of getting money by false pretenses and for stolen bond deals.

Both Mrs. Rupe, 73, and Mrs. Armstrong told of being introduced to lofland in 1972 by a mutual acquaintance from Abilene, Texas, Mae Belcher.

Mrs. Armstrong told Judge Richard Owen and a jury in Manhattan federal court that she had made an $8,000 loan to Mrs. Belcher when the Abilene

woman brought Lofland to see her in March 1972.

When Mrs. Belcher talked of promotion of a movie, "I didn't want anything to do with it," Mrs. Armstrong related. But after Lofland described plans to

develop 80 acres of Tucumcari and said he would take care of Mrs. Belcher's debt, Mrs Armstrong entered an agreement.

She was to get a 25 per cent interest in the project and was promised return of her own loan, she added.

When she went to her bank, "my banker objected, so I had to go to another bank," Mrs. Armstrong recalled.

For her stock, she got $300,000 from Ridglea State Bank, then drew $5,000 more from University State Bank.

"Did he ever pay the $35,000?" asked Assistant U.S. Atty. Jed S. Rakof.

"No," Mrs. Armstrong answered.

If your reading this and wondering what the big deal is, the answer revolves around the fact that some researchers have wondered if Belcher Oil associated with the CIA ship, the Rex, might have a link to Dallas, ie Collins Radio.

Unfortunately, research re Mae Belcher seems to have yielded nothing more than phone calls from David Ferrie, circa 1962 and involvement to some degree, with James Lofland's scam artistry

Areas which possibly could yield results may include H Parr Armstrong, if he is mentioned in the JFK Files, which does not seem to be the case.

Additionally Marita Lorenz, proponent of the "assassination caravan" story from Miami to Dallas, has some relatives, either in her or her husband's

genealogy, with the same last name.

One curious thing I found in it is support for Charles Higham's writing about Abwehr agent William Rhodes Davis.

William Stephenson (A Man Called Intrepid) claims to have assassinated Davis. Why it matters is because recent former governor or the most populous US state, Gray Davis, has successfully covered up the fact that William Rhodes Davis was his grandfather.

A neat trick, considering that the media was all over Gray's opponent, Schwarzenegger, over Nazi skeletons in his family closet before the 2003 recall vote..... Maybe Gray Davis has a legitimate lawsuit against the UK government as a result of Stephenson's admissions; it won't happen, Gray seems to want to keep this stuff buried.

Belcher related to attorney Frank Baker Belcher, Sr of Los Angeles, owner of Belcher Aircraft and father of son Frank "Bud" Baker Belcher, Jr (whom Chauncey Holt or Tosh Plumlee identified as a "Bud Belcher-- pilot from California" in the famous photo of LHO handing out flyers in New Orleans)? I looked into it last year and could not find a connection between Frank Baker Belcher and Mae Belcher and her husband.

Frank Jr. resided in Newport Beach at the time of his death at age 65 on 16 Sept., 1987.

Nancy Belcher Watson, the pioneering woman Los Angeles County Superior Court judge who presided over the long-delayed murder trial of Alphabet Bomber Muharem Kurbegovic and sentenced him to a maximum life term, has died. She was 77.

Watson, the widow of former Los Angeles County Assessor Philip E. Watson, died Monday of cancer at her home in Rancho Mirage, according to her daughter, Marcia Goodman....

....Watson was born to the law. Her father was noted L.A. trial attorney Frank Belcher, former president of the State Bar of California and the Los Angeles County Bar Assn.

Yet she came from an era, she once said, when "virtually none of the women intended to do anything except get married and have a family." After graduating from Stanford in 1946, she did exactly that, entering UCLA Law School when she realized she needed money to put her children through college.

Watson earned her law degree in 1959 and joined her father's firm, Belcher, Henzie & Biegenzahn, concentrating on defending personal injury and other civil cases. Women were still so rare among lawyers that when the Southern California Assn. of Defense Counsel was formed, she was the only woman among several hundred men.

In 1968, Gov. Ronald Reagan appointed her to the Los Angeles Municipal Court, where she handled traffic court, the arraignment calendar and preliminary hearings on felony cases.

Four years later, when Watson observed that Reagan wasn't elevating women to the higher trial court, she ran against six other candidates for the open Los Angeles County Superior Court seat vacated by retiring Judge Robert H. Patton. At a time when the seldom-noticed judicial offices were becoming more competitive, she bested the 1972 primary field with 38% of the vote to force the only general election judicial runoff. Her opponent was fellow Municipal Judge James P. Nelson.

Watson, coached by her politically savvy husband, edged out Nelson with a mere 50.85% of the vote -- becoming one of only five women among the state's 471 Superior Court judges. Assigned to handle divorces just as California was enacting no-fault divorce, she became Los Angeles County's first woman supervising judge of the Family Law Master Calendar Court.

Watson retired from the bench in 1984, two years before her husband died.

She is survived by four children from her first marriage, which ended in divorce: Marcia, of Long Beach, Brian Goodman of Phoenix, Harvey Goodman of Limon, Colo., and Diane Watson of Rancho Mirage; six grandchildren; and 10 great-grandchildren....

It's interesting to note that the hobbies of California attorney Frank B. Belcher (Sr.) were listed as equitation and aviation. I think that he or his son, Frank B. Belcher Jr., started Belcher Aircraft Company in the 1950's.

Remember, Chauncey Holt identified "Bud Belcher" (Frank B. Belcher Jr.?) as a "pulot from California" in the famous photo of LHO handing out flyers in New Orleans...

If I'm right about Holt's "Bud" Belcher's being the son of California attorney Frank B. Belcher (Sr.), and if Chauncey Holt and his daughter, Karyn, are correct when they say that attorney Frank Belcher (Sr.) and Warren Commission counsel Joseph Ball together owned a luxurious "safehouse" in Alcapulo, then all I can say is the plot's thickening and no Belcher Oil - Collins Radio Connection is required in order to stir up some more JFK assassination interest in the California Belchers...

Holt told me, and my interviews with him are posted on the internet somewhere - that Belcher Sr., the lawyer, was pals with Warren Commission attorney Joe Ball, and that they often worked in tantum on case, sometimes taking both sides of the same case to play it they way they wanted to.

Most of the leads Holt provided to me checked out, other than he was the old tramp, which is still a matter of dispute and I don't know what to make of.

Another guy in the photos of Oswald handing out FPCC literature in front of the Trade Mart is a guy Holt said is Leroy Young, a helicopter pilot who was affiliated with an anti-Castro Cuban training camp (Haiafalafa?) La.
