David Andrews Posted May 7, 2019 Share Posted May 7, 2019 Rusk wrote a 4-13-61 memo on how State should handle return of Oswald's passport, with instructions on ascertaining his travel plans through the west. Plus, Rusk states in his testimony (Rockefeller Committee?) that he never heard of Lee Harvey Oswald prior to the assassination.
