That mostly took care of what to do with international terrorists/opposition. 1/6 enables the same to be done to the domestic population, opposition/terrorists. The state defines the criteria. PS I read that the US military had 25,000 files held illegally on its citizens back in the late 60’s or early 70’s. This plan goes way way back.
