CAN ANYONE IDENTIFY IT? - BK 1959 January 1st Fidel Castro assumes power in Cuba 8th Jack Ruby is believed to have made his first contact on this date with Robert Ray [Dick] McKeown, a Bashore, Texas, gun-runner who had been supplying Castro with arms. February 1st Ruby tells McKeown he represents source in Las Vegas who wants to get three Castro prisoners out of jail in Cuba [at a time when Castro had several underworld figures jailed there]. Ruby meets McKeown in Kemah, Texas and offers $25,000 for personal introduction to Castro. March 11th Ruby meets with Dallas FBI Agent Charles W. Flynn and agrees to become an FBI contact. 15th Throughout this time period, Ruby telephones and meets with Tom Davis, the gunrunner with CIA ties in Beaumont. April 2nd The Dallas police department's Criminal Intelligence Division lists Ruby and Lewis J. McWillie among those connected with professional gambling activities in the community. 27th Fidel Castro travels to Houston on the last leg of the stop which has taken him to Washington D.C., New York, and Boston. The same day [27th], Jack Ruby rents a safety deposit box, # 448 at Merchant's State Bank in Dallas, Texas. 28th Castro meets with McKeown and offers him a position in the Castro government, but McKeown is serving a five year probated federal sentence as a gunrunner and would be arrested as a fugitive if he takes off in Castro's private plane, as he is invited to do. October 2nd Ruby meets with Flynn for the last time. 28th Ruby opens his safety deposit box for the last time in the year 1959, [seth Kantor relates that "he uses it only 4 times in the next 17 months, and when authorities crack Box 448 open late in 1963, it is empty."] November December Addendum to 1959 Chronology Regarding Jack Ruby's use of Box 448 at Merchant's State Bank, Seth Kantor had this to say. "Ruby rented box 448 at his bank in Dallas, the Merchants State, where he maintained a small business checking account and no savings account. He' had no known bank safety deposit box in 11 previous years as a Dallas resident --- and he rented the box the day before the first of his regular meetings as an undercover FBI contact with FBI agent Charles W. Flynn. Then he used the box 12 times in 1959 in exactly the same seven month stretch in which he was meeting nine times with Flynn. In the footnote to this paragraph Kantor writes Ruby never used the box regularly after that. He used it three times in 1960, once in 1961, and never used it again. Who Was Jack Ruby page 247 footnote [2] page 429 August 1st entry: Kantor states rather specifically that on this date, Jack Ruby met with two Dallas attorney's named McCord and McLane. The name McLane should strike a chord to those familiar with the visit of the Warren Commission's hierarchy to Jack Ruby's cell in June 1964. When Ruby spoke to the Warren Commission, he stated "There is a very prominent attorney here in Dallas, McCord. McCord represents the Fox brothers here. They called me because the Fox brothers wanted to see me, and I came down to the hotel. And Mrs McWillie -- Mr McWillie was married to her at the time, and if I recall I didn't see show them off at the airport have. This in when they were still living in Havana, the Fox brothers. We had dinner at --- how do you pronounce that restaurant at Love Field? Luau? That serves this Chinese food, David McCord, I was in his presence, and I was invited out to dinner --- and there was an attorney by the name of Leon. Is he associated with McCord? and there was McLane." After Jack Ruby mentioned McLane, Earl Warren cryptically responded "Alfred was killed in a taxi in New York." With regards to this matter the HSCA years later had this to say "During his Warren Commission testimony, Ruby identified the Fox Brothers as the owners of the Tropicana, he indicated the Fox brothers came to Dallas "to collect a debt that [some] man owed the Cotton Gin Co., here," and that he had dinner with one of the Fox brothers here at the Laua Restaurant at Love Field. Memorandum from U.S. Delegate at the UN William Attwood to Gordon Chase of the National Security Council Staff By the autumn of 1963 the Kennedy administration was pursuing a two-track policy towards Castro. While sabotage activities against Cuba continued, an effort was underway to develop a secret dialog with Castro, with a view to achieving some sort of an accommodation between Havana and Washington. UN official William Attwood, formally an editor at Look magazine, was a key figure in this diplomatic endeavor. Here he recounts his role in the period from August through early November 1963. New York, November 8, 1963. Following is a chronology of events leading up to Castro’s invitation on October 31, to receive a U.S. official for talks in Cuba: Soon after joining the U.S. Mission to the U.N. on August 26, I met Seydou Diallo, the Guinea Ambassador to Havana, whom I had known well in Conakray. [Attwood had been U.S. Ambassador to Guinea from March 1961 to May 1963]. He went out of his way to tell me that Castro was isolated from contact with neutralist diplomats by his “Communist entourage”….He, Diallo, had finally been able to see Castro alone once and was convinced he was personally receptive to changing courses and getting Cuba on the road to non-alignment…. In the first week of September, I also read ABC correspondent, Lisa Howard’s article, “Castro’s Overture,” [in War/Peace Report, September, 1963] based on her conversation with Castro last April. This article stressed Castro’s expressed desire for reaching an accommodation with the United States and a willingness to make substantial concessions to this end. On September 12, I talked with Miss Howard, whom I have known for some years, and she echoed Ambassador Diallo’s opinion that there was a rift between Castro and the Guevara-Hart-Alveida group on the question of Cuba’s future course. On September 12, I discussed this with Under Secretary Harriman in Washington. He suggested I prepare a memo and we arranged to meet in New York the following week. On September 18, I wrote a memorandum based on these talks and on corroborating information I had heard in Conakry….. On September 23, I met Dr. Lechuga at Miss Howard’s apartment. She has been on good terms with Lechuga since her visit with Castro and invited him for a drink to met [sic] some friends who had also been to Cuba. I was just one of those friends. In the course of our conversation, which started with recollections of my own talks with Castro in 1959, I mentioned having read Miss Howard’s article. Lechuga hinted that Castro was indeed in a mood to talk. I told him that in my present position, I would need official authorization to make such a trip, and did not know if it would be forthcoming. However, I said an exchange of views might well be useful and that I would find out and let him know. On September 24, I saw the Attorney-General in Washington, and gave him my September 18 memo, and reported my meeting with Lechuga. He said he would pass the memo on to Mr. McGeorge Bundy;….. On September 27, I ran into Lechuga at the United Nations, where he was doing a television interview in the lobby with Miss Howard. I told him that I had discussed our talk in Washingon,….Meanwhile, he forewarned me that he would be making a ‘hard’ anti-U.S. speech in the United Nations on October 7….{BK – According to Issac Don Levine in his book “Eyewitness to History” notes that LHO listened to Lechuga’s UN speech and Stevenson’s response to it on a shortwave radio in Dallas }. On October 18, at dinner at the home of Mrs. Eugene Meyer, {BK Note: Publisher of the Washington Post} I talked with Mr. C.A. Doxiades, a noted Greek architect and town-planner, who had just returned from an architects congress in Havana, where he had talked alone to both Castro and Guevara, among others. He sought me out, as a government official, to say he was convinced Castro would welcome normalization of relations with the United States if he could do so without losing too much face…. On October 20, Miss Howard asked me if she might call Major Rene Vallejo, a Cuban surgeon who is also Castro’s current right-hand man and confidant. She said Vallejo helped her see Castro and made it plain to her he opposed the Guevara group. They became friends and talked on the phone several times since the interview…. On October 21, Gordon Chase called me from the White House in connection with my September 18 memo. I brought him up to date and said the ball was in his court. On October 28, I ran into Lechuga in the U.N. Delegates Lounge….I said it was up to him and he could call me if he felt like it. He wrote down my extension. On October 29, Vallejo again called Miss Howard at home… On October 31, Vallejo called Miss Howard, apologizing for the delay and saying he had been out of town with Castro and “could not get to a phone from which I could call you.” He said Castro would very much like to talk to the U.S. official anytime and appreciated the importance of discretion to all concerned…. In October, at a Dallas John Birch Society meeting, Bay of Pigs veteran Nestor Castellanos was recorded as saying: “Get him out! Get him out! The quicker, the sooner, the better. He’s doing all kinds of deals [Tony Summers’ emphasis] …Mr. Kennedy is kissing Mr. Khrushchev. I wouldn’t be surprised if he had kissed Castro too…We are waiting for Kennedy the twenty-second [November], buddy. We are going to see him, in one way or the other. We’re going to give him the works when he gets to Dallas.” Also take note: Rex mission exposed by New York Times (p.1) on Nov. 1, revealing that Collins Radio served as cover for mission} On November 1, Miss Howard reported the Vallejo call to me and I repeated it to Chase on November 4. On November 5, I met with Bundy and Chase at the White House and informed them of the foregoing. The next day, Chase called and asked me to put it in writing. Washington, November 12, 1963 23. Memorandum from Gordon Chase of the National Security Council Staff to the President’s Special Assistant for National Security Affairs McGeorge Bundy. On the day of John Kennedy’s assassination in Dallas, William Attwood records the developments that had taken place during the final days of the Kennedy presidency regarding the attempt to hold private discussions with Cuban officials. What might be called the Attwood initiative raises the question of whether relations between Washington and Havana would have improved had JFK not been assassinated. Washington, November 25, 1963. SUBJECT Cuba- Bill Attwood. 1. Attached is an unsolicited chronology from Bill Atwood which describes the activities of the Cuba-Attwood tie-line from November 11 to the present. Apparently, the memo was dispatched on November 22, but because of the recent events [Note: Namely, the assassination of JFK in Dallas on November 22], did not reach us until today. Attachment Memorandum From William Attwood to Gordon Chase of the National Security Council Staff New York, November 22, 1963 Following is an addition to my memorandum to you dated November 8, 1963 [see Document 20] On November 11, Vallejo called Miss Howad again to reiterate their appreciation of the need for secrecy and to say that Castro would go along with any arrangements we might want to make. He specifically suggested that a Cuban plane could come to Key West and pick up the emissary; alternatively they would agree to have him come to a U.S. plane which could land at one of several “secret airfields” near Havana. He emphasized that only Castro and himself would be present at the talks and that no one else – he specifically mentioned Guevara – would be involved. Valejo also reiterated Castro’s desire for this talk and hoped to hear our answer soon. On November 12, Bundy called me and I reported Vallejo’s message. He said this did not affect the White House decision that a preliminary talk with Vallejo at the United Nations should be held in order to find out what Castro wanted to talk bout – particularly if he was seriously interested in discussing the points cited in Stevenson’s October 7 speech. [Note: If Castro wanted peaceful relations with his neighbors, Stevenson had asserted, he needed to cut ties with Moscow, end his subversive activities in Latin America, and provide basic constitutional rights for his people] {BK Note: According to IDL, LHO listened to these speeches on a short wave radio in Dallas}. Bundy suggested I transmit our decision to Vallejo, stressed the fact that, since we are responding to their invitation and are not soliciting a meeting, we would like to know more about what is on Castro’s mind before committing ourselves to further talks in Cuba. On November 13, I went to Miss Howard’s apartment and called Vallejo at home. There was no answer. She then sent a telegram asking that he call her at his convenience. On November 14, Vallejo called her. She gave him my message – that we would want to talk to him here at the United Nations before accepting an invitation to go to Cuba. She said that, if he wished to confirm or discuss this further with the U.S. official, he could call him (Vallejo) at him on the evening of November 18. Vallejo said he would be there to receive the call. Meanwhile, he did not exclude the possibility of his coming to the UN and said he would discuss it with Castro. On November 18, Miss Howard reached Vallejo at home and passed the phone to me. I told him Miss Howard had kept me informed of her talks with him and that I assumed he know of our interests in hearing what Castro had in mind. Vallejo said he did, and reiterated the invitation to Cuba, stressing the fact that security could be guaranteed. I replied that we felt a preliminary meeting was essential to make sure there was something useful to talk about, and asked if he was able to come to New York, Vallejo said he could not come “at this time.” However, if that’s how we felt, he said that “we” would send instructions to Lechuga to propose and discuss with me “an agenda” for a later meeting with Castro. I said I would await Lechuga’s call. Vallejo’s manner was extremely cordial and he called me “Sir” throughout the conversation. On November 19, I called {Gordon} Chase {of NSC}, and reported our conversation. xxxx Tippit Timeline – per Larry Harris. 12:30 pm – JFK Assassinated, Dealey Plaza. 12:35 pm – Oswald leaves the Book Depository, walks two blocks east, gets on a bus going back towards Dealey Plaza. The bus gets stuck in traffic, Oswald gets off bus (taking a transfer ticket). He walks to the Greyhound bus station, flags down a cab, but offers it to a little old lady who declines. He takes the cab to either 500 or 700 block of North Beckley, 3 to 5 blocks past his rooming house, and walks back. 12:45 pm – DPD radio dispatcher (who is J.D. Tippit’s best friend), instructs Tippit (#78 Car #10) to move from South Dallas to central Oak Cliff and be at large for any emergency. (This instruction to Tippit does not appear in a transcript of pertinent 11/22/63 radio transmission prepared by the DPD in December and submitted to the WC. Its omission gives rise to speculation that the 12:45 instruction was subsequently edited into the tapes to provide a legitimate explanation for Tippit being so far from his assigned district at the time of his murder.) 12:54 pm – Oswald arrives at rooming house. 1:00 pm – Dallas PD radio dispatcher calls patrolman Tippit but receives no response. 1:00 pm – Sitting in the living room watching the assassination news on TV, housekeeper Earlene Roberts says hello to Oswald as he goes to his room. She sees a DPD squad car pull up out front, beep its horn twice, then slowly drive away. Oswald ostensibly gets a jacket and revolver, and is not in his room for more than three minutes. 1:03 pm – Oswald leaves rooming house at 1026 N. Beckley 1:03 pm – Tippit stops in the Top Ten record shop on Jefferson Blvd. near the theater and makes a telephone call on the pay phone. He says nothing and hangs up. 1:04 pm – Roberts observes Oswald standing at the bus stop across the street. This bus route would have taken Oswald back to center city Dallas. 1:04 pm – Helen Markham looks at wall clock before leaving her apartment to catch a bus that she usually gets at 1:12pm. (According to a SS reenactment, it takes two minutes thirty seconds to walk from the washateria to the corner of 10th & Patton – 1:04 + 2:30 = 1:06/07pm). 1:07 pm – Markham one block from Jefferson street bus stop. 1:08 pm – Tippit calls the DPD dispatcher, but receives no response. He has encountered and pauses to speak with a white male pedestrian who is walking west on East 10th Street, near Patton. According to the Warren Report, Oswald was walking east on 10th Street. But almost without exception, contemporaneous reports prepared by the Dallas Police, the FBI and SS state the suspect was walking west on 10th and continued in a westerly direction after the shooting. 1:09 pm – (PROBIBLE) Officer Tippit is shot four times by an unidentified white male pedestrian near the intersection of 10th & Patton (none of the four bullets removed from Tippit’s body are traceable to Oswald’s revolver; four shell casings purportedly found at the scene do not match up with the bullets: 3 Western/ 1 Remington bullets as opposed to 2 Western/ 4 Remington shells). 1:10 pm – T. F. Bowley approaches the scene at 10th & Patton in his car; he gets out to assist Tippit and intentionally notes the time by glancing at his wristwatch: 1:10 pm. 1:14 pm – Domingo Benavides, the closest witness to the shooting, was crouched in his pickup truck, fearful of the gunman. He gets out of his truck and tries to assist Tippit before he picks up the radio in Tippit’s patrol car, but he doesn’t know how to use it. 1:15 pm – According to the Warren Commission, a mile away from the rooming house, Dallas policeman J.D. Tippit is shot and killed by Oswald, who flees on foot. 1:17 pm – Oswald, who presumably shot Tippit, makes his way 6/10ths of a mile down Jefferson Blvd., which is the central business district of the Oak Cliff section of Dallas, moving towards the Texas Theater. 1:26 pm – A white jacket, apparently discarded by the suspect, is found on a nearby parking lot by a policeman. A gray jacket is later turned over to the Warren Commission. It bears a laundry tag that has never been identified, and a manufacturer’s tag that indicates it was sold at the Philadelphia Strawbridge & Clothier store. 1: 30 pm – Tippit is pronounced DOA at Methodist Hospital. 1:35 pm – Quoting an eyewitness, a DPD patrolman notifies the radio dispatcher that the suspect has “black, wavy hair” and is armed with a .32 caliber automatic pistol. 1:40 pm – Sgt. Jerry Hill notifies the radio dispatcher that the shell casings at the scene indicated the suspect is armed with a .38 automatic handgun. (When Oswald is arrested at the Texas theater, he is carrying a six shot revolver, not an automatic). 1:40? pm – Oswald ducks into the vestibule of a shoe store, where he was observed by the manager, who thought this suspicious. Police cars go by, Oswald is in the vestibule, walks out and goes into the movie theater without buying a ticket. The shoe salesman talks to the ticket taker and they notify the police. They had heard that a policeman had been shot not far away. 1:45 pm – A hoard of Dallas police officers, a couple of FBI agents and an assistant district attorney all descent on the Texas Theater. They go in, turn up the lights and in some for or fashion, Oswald is brought to the attention of the police. A patrolman approaches Owald. Oswald allegedly strikes a patrolman, McDonald, and then attempts to pull his revolver from the waistband of his pants, attempts to shoot McDonald, the gun misfires, McDonald’s thumb catches the hammer and the gun doesn’t fire. They scuffle with Oswald and arrest him. He says, “I am not resisting arrest, I am not resisting arrest.” 1:50 pm – Oswald arrested inside the Texas Theater, six blocks from where Tippit was shot. Dallas police later said they had no prior knowledge of Oswald, and that his arrest, initially, was unrelated to the JFK assassination. But as officers beat Oswald during his arrest, a witness heard a policeman shout, “Kill the President, will you!” As Oswald is led from the theater, an employee heard an officer remark, “I think we got our man on both counts.” They take him downtown for the Tippit murder and later learn he was employed at the Book Depository, and later that evening he is charged for the murder of Tippit. 7:10 pm – Lee Harvey Oswald is formally charged with the murder of Officer J.D. CAN ANYONE IDENTIFY IT? - BK 1959 January 1st Fidel Castro assumes power in Cuba 8th Jack Ruby is believed to have made his first contact on this date with Robert Ray [Dick] McKeown, a Bashore, Texas, gun-runner who had been supplying Castro with arms. February 1st Ruby tells McKeown he represents source in Las Vegas who wants to get three Castro prisoners out of jail in Cuba [at a time when Castro had several underworld figures jailed there]. Ruby meets McKeown in Kemah, Texas and offers $25,000 for personal introduction to Castro. March 11th Ruby meets with Dallas FBI Agent Charles W. Flynn and agrees to become an FBI contact. 15th Throughout this time period, Ruby telephones and meets with Tom Davis, the gunrunner with CIA ties in Beaumont. April 2nd The Dallas police department's Criminal Intelligence Division lists Ruby and Lewis J. McWillie among those connected with professional gambling activities in the community. 27th Fidel Castro travels to Houston on the last leg of the stop which has taken him to Washington D.C., New York, and Boston. The same day [27th], Jack Ruby rents a safety deposit box, # 448 at Merchant's State Bank in Dallas, Texas. 28th Castro meets with McKeown and offers him a position in the Castro government, but McKeown is serving a five year probated federal sentence as a gunrunner and would be arrested as a fugitive if he takes off in Castro's private plane, as he is invited to do. McKeown turns down the offer at the airport. 28th Ruby meets with Flynn for first time in his role as undercover contact May 7th Ruby uses his safety deposit box. 15th Elaine Myneir [at the time McWillie's girlfriend] takes message from Jack Ruby in Dallas to Lewis McWillie in Cuba: "tell McWillie that Sparky from Chicago is coming." He mentions about 5 letters and numbers which are a coded message. McWillie responds to the message, "He is nuts" She said the message had word arriving in it. She also claims to have seen Ruby and McWillie frequently at the Dallas airport. She delivered the message in Havana; although hers was strictly a pleasure trip. 22nd Ruby uses safety deposit box. June 2nd again, Ruby uses the [deposit] box. 5th Ruby meets with agent Flynn 18th Ruby again meets with agent Flynn 22nd Ruby uses safety deposit box. [Note: In both May and June, Ruby uses the box twice a month]. July 1st Ruby uses safety deposit box. 3rd Norman [Roughouse] Rothman, US Mafia figure and Cuban racketeer, arrested in connection with an $ 8.5 million Canadian bank heist of convertible bonds. Federal authorities link the Canadian job with a large theft of arms from a Ohio national guard armory and with Rothman's $6,000 rental agreement on an airplane, as part of a massive Cuban gun-running project. 7th Ruby meets with agent Flynn. 8th The Castro cabinet decides that Florida number's racket boss Santos Trafficante Jr., a key figure in the Lansky gambling empire in Havana, is to be expelled from Cuba along with two others. Trafficante meanwhile, is held in a Havana area jail. 9th Ruby uses safety deposit box. 20th And uses box again 21st Ruby meets with agent Flynn August 1st [approximately] The dinner Ruby shares in an airport restaurant with one of the Fox brothers and the two criminally associated Dallas attorney's, McCord and McLane appears to have occurred in July or August. 6th Ruby meets with agent Flynn 31st Meets again with Flynn in the week of his departure for Cuba, [in June, July and August, the FBI followed a pattern of meeting every two weeks with Ruby]. September 4th Ruby uses his safety deposit box then departs for Cuba 5th According to estimates of Ruby and others, he spends next several days, including the long Labor Day weekend, with McWillie the armed syndicate gambler. Ruby also visits gangster "Louis Santos" in jail more than once, according to a British witness. 12th INS says Ruby leaves Miami for Cuba on Sept. 12, 1959. It is worth noting that it is in Miami where Rothman has an interest in the Biltmore Terrace Hotel. Ruby flies back to Miami for one day. 13th Ruby then flies from Havana to New Orleans 21st Ruby uses his safety deposit box again. October 2nd Ruby meets with Flynn for the last time. 28th Ruby opens his safety deposit box for the last time in the year 1959, [seth Kantor relates that "he uses it only 4 times in the next 17 months, and when authorities crack Box 448 open late in 1963, it is empty."] November December Addendum to 1959 Chronology Regarding Jack Ruby's use of Box 448 at Merchant's State Bank, Seth Kantor had this to say. "Ruby rented box 448 at his bank in Dallas, the Merchants State, where he maintained a small business checking account and no savings account. He' had no known bank safety deposit box in 11 previous years as a Dallas resident --- and he rented the box the day before the first of his regular meetings as an undercover FBI contact with FBI agent Charles W. Flynn. Then he used the box 12 times in 1959 in exactly the same seven month stretch in which he was meeting nine times with Flynn. In the footnote to this paragraph Kantor writes Ruby never used the box regularly after that. He used it three times in 1960, once in 1961, and never used it again. Who Was Jack Ruby page 247 footnote [2] page 429 August 1st entry: Kantor states rather specifically that on this date, Jack Ruby met with two Dallas attorney's named McCord and McLane. The name McLane should strike a chord to those familiar with the visit of the Warren Commission's hierarchy to Jack Ruby's cell in June 1964. When Ruby spoke to the Warren Commission, he stated "There is a very prominent attorney here in Dallas, McCord. McCord represents the Fox brothers here. They called me because the Fox brothers wanted to see me, and I came down to the hotel. And Mrs McWillie -- Mr McWillie was married to her at the time, and if I recall I didn't see show them off at the airport have. This in when they were still living in Havana, the Fox brothers. We had dinner at --- how do you pronounce that restaurant at Love Field? Luau? That serves this Chinese food, David McCord, I was in his presence, and I was invited out to dinner --- and there was an attorney by the name of Leon. Is he associated with McCord? and there was McLane." After Jack Ruby mentioned McLane, Earl Warren cryptically responded "Alfred was killed in a taxi in New York." With regards to this matter the HSCA years later had this to say "During his Warren Commission testimony, Ruby identified the Fox Brothers as the owners of the Tropicana, he indicated the Fox brothers came to Dallas "to collect a debt that [some] man owed the Cotton Gin Co., here," and that he had dinner with one of the Fox brothers here at the Laua Restaurant at Love Field. HSCA Hearings Vol 9 page 185. "The Committee spoke with David McCord on September 28, 1978. When asked about the dinner with Ruby and one of the Fox brothers, McCord stated the meeting did occur at the Luau restaurant at Love Field, but involved Ruby, McCord and the Guadano brothers Robert and Bernie." Regarding McLane's presence at the same meeting, the Committee stated "The other attorney who was allegedly present at this dinner Alfred W. McLane was killed in a taxi on March 16th 1963." Mexico City September 26th 2:15 PM: At Nuevo Laredo, Lee boards a bus for Mexico City. 27th 10:00 AM: He arrives in Mexico City. 11:00 AM: Lee registers at the Hotel del Comercio, where he will stay for the duration of his visit. 11:30 AM: Lee makes his first visit to the Cuban Embassy, where he fills out the application for a visa to Cuba. In the afternoon, Lee returns with passport photographs he had obtained. When Lee is told that the visa could take up to four months and was not possible without a Russian visa as well, he becomes angry. He walks a short distance to the Russian Embassy to inquire about a visa to Russia and is put off until the next day. 28th: Lee returns to both the Cuban and the Russian Embassies with no success. 29th: He probably attends a bullfight on this, a Sunday. 30th: Lee phones the Russian Embassy one last time with no success. He makes a favorable impression, but is not hired because of poor references. Later, he telephones Marina and asks for a ride to Ruth Paine's home and is denied. He hitchhikes the 12 miles WILLIAM ATWOOD CHRONO OF BACKCHANNEL NEGOTIATIONS WITH CUBANS AT UN 20. Memorandum from U.S. Delegate at the UN William Attwood to Gordon Chase of the National Security Council Staff By the autumn of 1963 the Kennedy administration was pursuing a two-track policy towards Castro. While sabotage activities against Cuba continued, an effort was underway to develop a secret dialog with Castro, with a view to achieving some sort of an accommodation between Havana and Washington. UN official William Attwood, formally an editor at Look magazine, was a key figure in this diplomatic endeavor. Here he recounts his role in the period from August through early November 1963. New York, November 8, 1963. Following is a chronology of events leading up to Castro’s invitation on October 31, to receive a U.S. official for talks in Cuba: Soon after joining the U.S. Mission to the U.N. on August 26, I met Seydou Diallo, the Guinea Ambassador to Havana, whom I had known well in Conakray. [Attwood had been U.S. Ambassador to Guinea from March 1961 to May 1963]. He went out of his way to tell me that Castro was isolated from contact with neutralist diplomats by his “Communist entourage”….He, Diallo, had finally been able to see Castro alone once and was convinced he was personally receptive to changing courses and getting Cuba on the road to non-alignment…. In the first week of September, I also read ABC correspondent, Lisa Howard’s article, “Castro’s Overture,” [in War/Peace Report, September, 1963] based on her conversation with Castro last April. This article stressed Castro’s expressed desire for reaching an accommodation with the United States and a willingness to make substantial concessions to this end. On September 12, I talked with Miss Howard, whom I have known for some years, and she echoed Ambassador Diallo’s opinion that there was a rift between Castro and the Guevara-Hart-Alveida group on the question of Cuba’s future course. On September 12, I discussed this with Under Secretary Harriman in Washington. He suggested I prepare a memo and we arranged to meet in New York the following week. On September 18, I wrote a memorandum based on these talks and on corroborating information I had heard in Conakry….. On September 23, I met Dr. Lechuga at Miss Howard’s apartment. She has been on good terms with Lechuga since her visit with Castro and invited him for a drink to met [sic] some friends who had also been to Cuba. I was just one of those friends. In the course of our conversation, which started with recollections of my own talks with Castro in 1959, I mentioned having read Miss Howard’s article. Lechuga hinted that Castro was indeed in a mood to talk. I told him that in my present position, I would need official authorization to make such a trip, and did not know if it would be forthcoming. However, I said an exchange of views might well be useful and that I would find out and let him know. On September 24, I saw the Attorney-General in Washington, and gave him my September 18 memo, and reported my meeting with Lechuga. He said he would pass the memo on to Mr. McGeorge Bundy;….. On September 27, I ran into Lechuga at the United Nations, where he was doing a television interview in the lobby with Miss Howard. I told him that I had discussed our talk in Washingon,….Meanwhile, he forewarned me that he would be making a ‘hard’ anti-U.S. speech in the United Nations on October 7….{BK – According to Issac Don Levine in his book “Eyewitness to History” notes that LHO listened to Lechuga’s UN speech and Stevenson’s response to it on a shortwave radio in Dallas }. On October 18, at dinner at the home of Mrs. Eugene Meyer, {BK Note: Publisher of the Washington Post} I talked with Mr. C.A. Doxiades, a noted Greek architect and town-planner, who had just returned from an architects congress in Havana, where he had talked alone to both Castro and Guevara, among others. He sought me out, as a government official, to say he was convinced Castro would welcome normalization of relations with the United States if he could do so without losing too much face…. On October 20, Miss Howard asked me if she might call Major Rene Vallejo, a Cuban surgeon who is also Castro’s current right-hand man and confidant. She said Vallejo helped her see Castro and made it plain to her he opposed the Guevara group. They became friends and talked on the phone several times since the interview…. On October 21, Gordon Chase called me from the White House in connection with my September 18 memo. I brought him up to date and said the ball was in his court. On October 28, I ran into Lechuga in the U.N. Delegates Lounge….I said it was up to him and he could call me if he felt like it. He wrote down my extension. On October 29, Vallejo again called Miss Howard at home… On October 31, Vallejo called Miss Howard, apologizing for the delay and saying he had been out of town with Castro and “could not get to a phone from which I could call you.” He said Castro would very much like to talk to the U.S. official anytime and appreciated the importance of discretion to all concerned…. In October, at a Dallas John Birch Society meeting, Bay of Pigs veteran Nestor Castellanos was recorded as saying: “Get him out! Get him out! The quicker, the sooner, the better. He’s doing all kinds of deals [Tony Summers’ emphasis] …Mr. Kennedy is kissing Mr. Khrushchev. I wouldn’t be surprised if he had kissed Castro too…We are waiting for Kennedy the twenty-second [November], buddy. We are going to see him, in one way or the other. We’re going to give him the works when he gets to Dallas.” Also take note: Rex mission exposed by New York Times (p.1) on Nov. 1, revealing that Collins Radio served as cover for mission} On November 1, Miss Howard reported the Vallejo call to me and I repeated it to Chase on November 4. On November 5, I met with Bundy and Chase at the White House and informed them of the foregoing. The next day, Chase called and asked me to put it in writing. Washington, November 12, 1963 23. Memorandum from Gordon Chase of the National Security Council Staff to the President’s Special Assistant for National Security Affairs McGeorge Bundy. On the day of John Kennedy’s assassination in Dallas, William Attwood records the developments that had taken place during the final days of the Kennedy presidency regarding the attempt to hold private discussions with Cuban officials. What might be called the Attwood initiative raises the question of whether relations between Washington and Havana would have improved had JFK not been assassinated. Washington, November 25, 1963. SUBJECT Cuba- Bill Attwood. 1. Attached is an unsolicited chronology from Bill Atwood which describes the activities of the Cuba-Attwood tie-line from November 11 to the present. Apparently, the memo was dispatched on November 22, but because of the recent events [Note: Namely, the assassination of JFK in Dallas on November 22], did not reach us until today. Attachment Memorandum From William Attwood to Gordon Chase of the National Security Council Staff New York, November 22, 1963 Following is an addition to my memorandum to you dated November 8, 1963 [see Document 20] On November 11, Vallejo called Miss Howad again to reiterate their appreciation of the need for secrecy and to say that Castro would go along with any arrangements we might want to make. He specifically suggested that a Cuban plane could come to Key West and pick up the emissary; alternatively they would agree to have him come to a U.S. plane which could land at one of several “secret airfields” near Havana. He emphasized that only Castro and himself would be present at the talks and that no one else – he specifically mentioned Guevara – would be involved. Valejo also reiterated Castro’s desire for this talk and hoped to hear our answer soon. On November 12, Bundy called me and I reported Vallejo’s message. He said this did not affect the White House decision that a preliminary talk with Vallejo at the United Nations should be held in order to find out what Castro wanted to talk bout – particularly if he was seriously interested in discussing the points cited in Stevenson’s October 7 speech. [Note: If Castro wanted peaceful relations with his neighbors, Stevenson had asserted, he needed to cut ties with Moscow, end his subversive activities in Latin America, and provide basic constitutional rights for his people] {BK Note: According to IDL, LHO listened to these speeches on a short wave radio in Dallas}. Bundy suggested I transmit our decision to Vallejo, stressed the fact that, since we are responding to their invitation and are not soliciting a meeting, we would like to know more about what is on Castro’s mind before committing ourselves to further talks in Cuba. On November 13, I went to Miss Howard’s apartment and called Vallejo at home. There was no answer. She then sent a telegram asking that he call her at his convenience. On November 14, Vallejo called her. She gave him my message – that we would want to talk to him here at the United Nations before accepting an invitation to go to Cuba. She said that, if he wished to confirm or discuss this further with the U.S. official, he could call him (Vallejo) at him on the evening of November 18. Vallejo said he would be there to receive the call. Meanwhile, he did not exclude the possibility of his coming to the UN and said he would discuss it with Castro. On November 18, Miss Howard reached Vallejo at home and passed the phone to me. I told him Miss Howard had kept me informed of her talks with him and that I assumed he know of our interests in hearing what Castro had in mind. Vallejo said he did, and reiterated the invitation to Cuba, stressing the fact that security could be guaranteed. I replied that we felt a preliminary meeting was essential to make sure there was something useful to talk about, and asked if he was able to come to New York, Vallejo said he could not come “at this time.” However, if that’s how we felt, he said that “we” would send instructions to Lechuga to propose and discuss with me “an agenda” for a later meeting with Castro. I said I would await Lechuga’s call. Vallejo’s manner was extremely cordial and he called me “Sir” throughout the conversation. On November 19, I called {Gordon} Chase {of NSC}, and reported our conversation. xxxx Tippit Timeline – per Larry Harris. 12:30 pm – JFK Assassinated, Dealey Plaza. 12:35 pm – Oswald leaves the Book Depository, walks two blocks east, gets on a bus going back towards Dealey Plaza. The bus gets stuck in traffic, Oswald gets off bus (taking a transfer ticket). He walks to the Greyhound bus station, flags down a cab, but offers it to a little old lady who declines. He takes the cab to either 500 or 700 block of North Beckley, 3 to 5 blocks past his rooming house, and walks back. 12:45 pm – DPD radio dispatcher (who is J.D. Tippit’s best friend), instructs Tippit (#78 Car #10) to move from South Dallas to central Oak Cliff and be at large for any emergency. (This instruction to Tippit does not appear in a transcript of pertinent 11/22/63 radio transmission prepared by the DPD in December and submitted to the WC. Its omission gives rise to speculation that the 12:45 instruction was subsequently edited into the tapes to provide a legitimate explanation for Tippit being so far from his assigned district at the time of his murder.) 12:54 pm – Oswald arrives at rooming house. 1:00 pm – Dallas PD radio dispatcher calls patrolman Tippit but receives no response. 1:00 pm – Sitting in the living room watching the assassination news on TV, housekeeper Earlene Roberts says hello to Oswald as he goes to his room. She sees a DPD squad car pull up out front, beep its horn twice, then slowly drive away. Oswald ostensibly gets a jacket and revolver, and is not in his room for more than three minutes. 1:03 pm – Oswald leaves rooming house at 1026 N. Beckley 1:03 pm – Tippit stops in the Top Ten record shop on Jefferson Blvd. near the theater and makes a telephone call on the pay phone. He says nothing and hangs up. 1:04 pm – Roberts observes Oswald standing at the bus stop across the street. This bus route would have taken Oswald back to center city Dallas. 1:04 pm – Helen Markham looks at wall clock before leaving her apartment to catch a bus that she usually gets at 1:12pm. (According to a SS reenactment, it takes two minutes thirty seconds to walk from the washateria to the corner of 10th & Patton – 1:04 + 2:30 = 1:06/07pm). 1:07 pm – Markham one block from Jefferson street bus stop. 1:08 pm – Tippit calls the DPD dispatcher, but receives no response. He has encountered and pauses to speak with a white male pedestrian who is walking west on East 10th Street, near Patton. According to the Warren Report, Oswald was walking east on 10th Street. But almost without exception, contemporaneous reports prepared by the Dallas Police, the FBI and SS state the suspect was walking west on 10th and continued in a westerly direction after the shooting. 1:09 pm – (PROBIBLE) Officer Tippit is shot four times by an unidentified white male pedestrian near the intersection of 10th & Patton (none of the four bullets removed from Tippit’s body are traceable to Oswald’s revolver; four shell casings purportedly found at the scene do not match up with the bullets: 3 Western/ 1 Remington bullets as opposed to 2 Western/ 4 Remington shells). 1:10 pm – T. F. Bowley approaches the scene at 10th & Patton in his car; he gets out to assist Tippit and intentionally notes the time by glancing at his wristwatch: 1:10 pm. 1:14 pm – Domingo Benavides, the closest witness to the shooting, was crouched in his pickup truck, fearful of the gunman. He gets out of his truck and tries to assist Tippit before he picks up the radio in Tippit’s patrol car, but he doesn’t know how to use it. 1:15 pm – According to the Warren Commission, a mile away from the rooming house, Dallas policeman J.D. Tippit is shot and killed by Oswald, who flees on foot. 1:17 pm – Oswald, who presumably shot Tippit, makes his way 6/10ths of a mile down Jefferson Blvd., which is the central business district of the Oak Cliff section of Dallas, moving towards the Texas Theater. 1:26 pm – A white jacket, apparently discarded by the suspect, is found on a nearby parking lot by a policeman. A gray jacket is later turned over to the Warren Commission. It bears a laundry tag that has never been identified, and a manufacturer’s tag that indicates it was sold at the Philadelphia Strawbridge & Clothier store. 1: 30 pm – Tippit is pronounced DOA at Methodist Hospital. 1:35 pm – Quoting an eyewitness, a DPD patrolman notifies the radio dispatcher that the suspect has “black, wavy hair” and is armed with a .32 caliber automatic pistol. 1:40 pm – Sgt. Jerry Hill notifies the radio dispatcher that the shell casings at the scene indicated the suspect is armed with a .38 automatic handgun. (When Oswald is arrested at the Texas theater, he is carrying a six shot revolver, not an automatic). 1:40? pm – Oswald ducks into the vestibule of a shoe store, where he was observed by the manager, who thought this suspicious. Police cars go by, Oswald is in the vestibule, walks out and goes into the movie theater without buying a ticket. The shoe salesman talks to the ticket taker and they notify the police. They had heard that a policeman had been shot not far away. 1:45 pm – A hoard of Dallas police officers, a couple of FBI agents and an assistant district attorney all descent on the Texas Theater. They go in, turn up the lights and in some for or fashion, Oswald is brought to the attention of the police. A patrolman approaches Owald. Oswald allegedly strikes a patrolman, McDonald, and then attempts to pull his revolver from the waistband of his pants, attempts to shoot McDonald, the gun misfires, McDonald’s thumb catches the hammer and the gun doesn’t fire. They scuffle with Oswald and arrest him. He says, “I am not resisting arrest, I am not resisting arrest.” 1:50 pm – Oswald arrested inside the Texas Theater, six blocks from where Tippit was shot. Dallas police later said they had no prior knowledge of Oswald, and that his arrest, initially, was unrelated to the JFK assassination. But as officers beat Oswald during his arrest, a witness heard a policeman shout, “Kill the President, will you!” As Oswald is led from the theater, an employee heard an officer remark, “I think we got our man on both counts.” They take him downtown for the Tippit murder and later learn he was employed at the Book Depository, and later that evening he is charged for the murder of Tippit. 7:10 pm – Lee Harvey Oswald is formally charged with the murder of Officer J.D. Tippit. Oswald angrily responds, “That’s ridiculous!” The idea of melding these timelines is an excellent, excellent concept; the Ruby/Castro 1959 timeline is from Seth Kantor's 'Who Was Jack Ruby?' The Ruby Timeline Amended will certainly reflect Seth Kantor's report of seeing Jack Ruby at Parkland Hospital, which I don't understand why conflicts with official record. The idea for the timelines is to make confusing information more simple and to bring out connections that would ordinarily be missed. Now if we can get some computer wiz kids to help fomat it. I don't know if you were including in your statement above the timeline database I posted in the JFK Assassination forum, but I'm pleased to report that I'm informed that a good deal of data has been input into that framework from a variety of sources, and is continuing. Extraordinary circumstances have kept me away from all foruming for about two months, but it's looking like that is pretty well in hand now, so I'm going to be pouring the coals on the coordination efforts I started some time ago with several people on this. Meanwhile, if there is anybody reading this who has coding/scripting skills using GREP or any other tool of choice who could tackle the existing timelines that are available in text format anywhere, and convert them into tab-delimited files with fields I'll lay out below, that is the single biggest stumbling block at the moment to doing mass imports of the extant data. The fields REQUIRED for each record (event) for import into the database I'm referring to are: DAY OF THE MONTH (as text number without leading zero for single-digit dates; can include "c." to indicate circa) MONTH NUMBER (as text, leading zeroes not needed) YEAR (four-digit) EVENT (Any amount of text) SOURCE (Cited however) So here's how an example event would be set up in the text file for import (with actual TABS and RETURN where those are indicated): 6 c.<TAB>12<TAB>1972<TAB>This is a description of an event that happened around 6 December 1972<TAB>Book: "The Kennedy Chronicles," by Dewey Dorfus<RETURN> That would be one complete record. On import, the database converts the individual date elements into a single human-readable date display, including day of the week. Events without specific dates (month only, perhaps) can be assigned the dates of 1 or 15 of that month. Events known or believed to be in the first half of a year are assigned the date 1 April of that year. Events known or believed to be in the second half of a year are assigned the date 1 October of that year. Events that are only known as having occurred sometime in a given year are assigned the date 1 July of that year. (As other confirmed-date events are entered, and/or other sources are found, events with these kinds of estimated dates tend to get properly "located" in time--or exposed as having been false in some way.) For the purposes of this particular timeline database, any purported event that cannot be dated within the paramaters above can be discarded entirely. I realize this is a sketchy and brief description of what is needed, and may be complete gobbledeegook to most reading this message, but people who have experience with the text-mangling skills to do what's needed will get it. I've also learned that the database, as it's developing, will be exportable in Excel format and in PDF format, which should open the door to a very wide dissemination of the information indeed. So, with regrets for this "Hello, I must be going" message--I must be going. But I expect to be back very soon with more to report. Are there any programmes in existence that are widely available. Such a database of timelines would serve researchers well, much as namebase has. These assets making in continuingly easier to conduct research and save time searching for sources and relevant books. One would assume that chronologies of the CIA's existence are to be found in histories of the agency. Books such as William Blum's 'Killing Hope', which are written in chronological order would prove useful in entering major events such as coup's abroad and who was involved in them. Tony Summers book's would also prove valuable as they frequently reference dates and whereabouts of many would-be Dealey Plaza participants. In order to gleam timelines from books that do not necessarily have a concurrent team would involve constant note- taking while re-reading such books. Once you write the date it will automatically sort it into its proper place. It can then be viewed as a proper chronology or in a timeline chart, which can serve to compare concurrent events. You can place each event into categories e.g. Lee Harvey Oswald, and then sort them according to that topic. I doubt that it is as sophisticated as the methods as employed by Ashton and whoever he is working with, it would nevertheless be an attainable goal. The entries required to make it worth while would be voluminous. So there are a few in's and out's for those that wish to know.
