  1. 72 pages of communications log entries, dated from 11-23-63 (LBJ) looks like a lot of focus on the Congo

Thank you, Paul.  My buddy John convinced me decades ago that this was basically a CIA officer’s plot to provoke a U.S. invasion of Cuba.  But I‘ve always felt there was some military complicity, though hard evidence is sure hard to find.

I wish I could post the two following references, one from Fletcher Prouty (video) and the other, a recent document that I believe I transcribed; but, suffice it to say that it was policy to scoop the cream of the military and transfer it to the CIA. It, the document, is a profound statement as to what happened. The Fletcher video emphasizes a new breed of military man who was asked to fight a war that had no trenches, never had a bullet whiz by his head and never had a buddy get his torso blown out from between his head and hips.

    Its a recipe for ugly...

Subject: Belitskiy,  Boris Yefimovitch.   "Russian official who was at the Brussels World Fair"; "Head of British Division of Radio Moscow". Father worked for AMTORG in the 1920's.

    Mention of: Alexander Dolberg.

Another Document, part of it is exactly as the Doc above, indicates a different location code,  ( 16 - ??, ?) where we see 20 - 6, above.

  5. This document does not mention QJWIN but it seems like you could just swap out some cover names, like Mertz, WIROGUE, Soietre and QJWIN and your reading a familiar story.

Mentions of Corsicans, Dakar, 12-10 (a Location code that seems to be really important, ) etc.

The inference that Mankel's cover of being a vending machine distributor seems to suit his entrepreneurial interests in Germany, after his dismissal.

It would be interesting to know if we stop hearing about Mankel at the same time that we start hearing about QJWIN.

I think I know where you are going with this:

I knew of a Col Silverthorn but he was WW11 and worked with my step-dad "Clearnce Morgan", in the South Pacific. I thought he was OSS but not sure. He was associated with "Bull" Simpson in 1943-44 then came to the Pentagon.

Steve, I doubt that you missed this, but I figured I would point it out anyway.

    Michael,

Perhaps that's a note written by somebody after the fact, in either 1994 when it was de-classified,  or 1975 (when it was turned over to the Church Committee?),  wondering if LHO stayed in in the same hotel in Helsinki back in '59.

Here's another cable from November 27, 1963 referencing checking hotel registers in tracing Oswald. I'm not sure where this cable originated - it looks like Madrid (which would be interesting in its own right), but it appears to refer to another cable numbered 85133 which asks for traces on a Harvey Lee Oswald.

I'd like to see that cable 85133.

Thanks Steve, a lot of links come through on my iPad in an unclickable format and won't even copy and paste. I found the doc that your URL indicates... https://www.archives.gov/files/research/jfk/releases/2018/104-10418-10332.pdf

    4.  Operational assets

                    1)  Personnel:  QJWIN is under contract as a principal agent, with the primary task of spotting agent candidates.  QJWIN was first contacted in 1958 through the Chief of the [redacted] by the Chief of Station [redacted] in connection with an illegal narcotics operation into the United States.  For a period of a year and a half he was contacted sporadically by COS, [redacted], in behalf of the Bureau of Narcotics.  Files of this Bureau reflect an excellent performance by QJWIN.

    ...

Looks like QJWIN was more FBN than CIA.

Dope smuggler.  Can't throw a rock in this case without hitting one.

    https://www.archives.gov/files/research/jfk/releases/2018/104-10103-10318.pdf  (for reference,  same doc.)

QJWIN mentioned again on P.6, amidst some interesting entries.....

"... legal, operational and ethical moral problems.

    1. Maximum ( garbled annotation) securty + within Kubark (CIA) only (e.g. , (garbled)..

does Siragusa (garbled garbled)? Limitations a number (garbled) clerks for enciphering and deciphering. Guise of LAURICLE object.

    2. One focal point for search, Control, tracing, case-officer +PA  selection. Complete DDP authority in this focal point mandatory  (mandate?).

(Garbled) One man control here with own (non-station) (garbeled).

    3. Every operation to be rigidly case officered; no silk-(garble) PA's.

    -------------

Skipping this part, I have to go. Jumping to  QJWIN line. I hope to get back to this.

    ---------------

    7. Avoid discussion with foreign officials until all possibility of search through private citizens (e.g. QJWIN ) has been examined.

    8. Planning should include a provision for blaming Soviets or Czechs in case of blow. 4 above essential.

Edit************ David Boylan found a clean copy of this, posted a few posts below.... here it is. Thanks David
