The Paul Bleau article is fascinating, an interesting analysis.  He does a good job of connecting the dots, using standard causal analysis techniques … what we call in my business a "support-refute matrix".

It seems the plots began in June 1963 but intensified in November.  Obviously, the windows of opportunity were dictated by JFK's travel itinerary.  In most of the proposed shooting locations, there is a pattern of using a motorcade route that would have permitted triangulation shooting near the scapegoat’s workplace.  The scapegoats exhibit similar "pawn-like" pre-motorcade movements, suggesting manipulation and handlers.  Several scapegoats moved to the motorcade location shortly before the intended event …  Lopez moved from the Keys to Tampa shortly before the motorcade; Vallee and Oswald exhibit similar behavior.  Marlowe, Garriga and Power probably had analogous movements, if studied more carefully.  Nagell is the wild card of the bunch. Bleau then links ZR Rifle Executive Action tactics used for ambush: an opportune motorcade route, in the right city (coupled with weak protection) and use of surrogates with the right weaponry.  Plus the sheep-dipping escapades in Mexico City, creating false flags to the Soviets and Castro (to guard against "blow-back").  Lastly, a mafia 'sponsor' in each city  (standard Harvey/Angleton modus operandi) to institute logistics, compromise the police force, and provide yet another cut-out for plausible deniability.

Then there is the most telling commonality amongst the plots/patsies - their close links to the FPCC, a "mysterious misfit magnet of ex-marines and Cuban exiles".  Bleau aptly characterizes this as " yet another coincidence in this case, where improbability is omnipresent".   Motorcade topic aside (for a moment), the common elements in these plots leading up to Dallas of an ex-marine patsy, Mexico City and FPCC become (as Vincent Salandria once described the Paines) "clear beacons leading to the killers"

    Gene

I think Gilberto Lopez deserves consideration in this part of the discussion.

Meetings with OC in San Francisco

  4. As usual, Paul, trying to pinpoint, by name, actual gunmen is not my gig. Although I am more than willing to speculate on various matters, as I see it as part of the scientific and deliberative process, here I am  just presenting what I believe is new information.

In this case I find it very interesting.

I noticed that I did not post that part of the document. I’ll post it next.

I find the whole Marina Oswald/Nixon story entirely implausible.

It was supposed to have happened between April 10th and April 24th.

    https://www.maryferrell.org/showDoc.html?docId=40#relPageId=398&tab=page

At first, it was supposed to have happened about two weeks before Lee left for New Orleans on April 24th. That would place it around April 10th (the day of the Walker shooting).

Then it was less than a week before Lee left for NO - perhaps as much as 10 days after the Walker incident. Maybe it was on the weekend, but then again, maybe it wasn't, because "he wasn't always employed". Oswald's last day of work at JCS was April 6th.

Lee got the idea of going down to Nixon after reading the paper. She didn't read newspapers herself, but Lee read the Dallas Morning News sometimes. She didn't know if there was any information in the paper about Nixon coming to town or not.

I'm sorry, but I don't believe any of it.

    Agreed Steve,

I seems it is meant to give the impression that LHO just wanted to kill someone important; Walker, Nixon, JFK, it didn't matter.

Herostratus burned down the Temple of Artemis at Ephesus, one of the wonders of the ancient world, just to make his name famous. I think that the WC tried to cast LHO in a similar mold.

David Yaras' son, Leonard Yaras, Murdered gangland style in 1985.

    ------------------------------------

Mobster Slain As Rackets Boss Enters Custody

January 11, 1985|By Philip Wattley and William B. Crawford Jr.

A REPUTED CRIME SYNDICATE gambling boss who once was an associate of mobster Joseph DiVarco was shot to death Thursday, the day DiVarco was ordered into federal custody as a danger to the community.

The gangland-style killing of Leonard Yaras, 44, of 6400 N. Cicero Ave., Lincolnwood, and the action against DiVarco, 73, prompted authorities to reconsider a string of past gangland killings for possible relationships to the two men.

But police said a motive for the Yaras killing was still under investigation.

Yaras was slain by two men wearing ski masks as he sat in his car in the 4200 block of West Division Street moments after leaving the building that houses A-1 Industrial Uniforms Co. and three other laundries, at 4224 W. Division, witnesses told police.

YARAS ONCE told authorities he was a ``consultant`` to A-1 Industrial Uniforms, investigators said.

Chicago police said Yaras was once regarded as a lieutenant to DiVarco, who was convicted of gambling charges and tax violations on Wednesday in U.S. District Court here.

But police said Yaras had moved up in recent years and operated on about the same level as DiVarco.

Yaras reputedly was a syndicate gambling boss in the Rogers Park and north suburban areas. DiVarco is in charge of mob gambling in the Near North Side nightclub area, including Rush Street, according to police.

Federal agents said Yaras had been interviewed some time ago by members of the U.S. Justice Department`s Organized Crime Strike Force, but he was not a federal informant.

POLICE GAVE this account of Yaras` killing:

Yaras came out of the laundry at 10 a.m. and entered his late-model Oldsmobile on the north side of Division Street.

As soon as he shut the door, a tan Chevrolet swung in front of his auto, preventing it from going forward.

Two men wearing ski masks got out, and one opened the driver`s side door of Yaras` car. The men shot Yaras four times in the face and once in the throat.

Yaras fell toward the passenger seat and was shot two more times, once in each leg. Some bullets missed or went through him and broke the passenger-side window.

YARAS FELL on top of a bundle of files and a calendar. Police and federal agents examined the items Thursday night.

The gunmen got back in the Chevrolet, driven by a third man also in a ski mask, and drove away. The car and license plates had been stolen earlier Thursday in Burbank, police said.

A short time after Yaras was shot, the Chevrolet was found burning in an alley near North and Latrobe Avenues, about a mile northwest of the shooting. POLICE SAID the Chevrolet apparently had been firebombed and was completely burned. Witnesses told police they saw four men get into another auto and speed away.

Police said the four men probably included the three involved in Yaras`

killing plus another man who drove the second getaway car.

Yaras was the second member of his family shot to death.

His brother, Ronnie, 36, who authorities said operated a string of massage parlors in Miami, was found dead in his Miami home on April 18, 1974. Their father, David Yaras, who suffered a heart attack while playing golf and died in Miami in January, 1974, had been charged with murder (in Chicago), robbery and extortion but was never convicted.

A FEW HOURS after Leonard Yaras was shot, DiVarco appeared in federal court and was linked by FBI agents to the gangland slaying of mob figure John DeJohn, 51, in April, 1981, and to the botched assassination attempt on former gambling boss Ken Eto.

After the testimony, U.S. District Court Judge Milton Shadur ordered DiVarco, of 4275 W. Jarvis Ave., Lincolnwood, into custody.

The order means that DiVarco, who was admitted to a Chicago hospital for heart problems Thursday, has federal agents outside his hospital door 24 hours a day. He faces sentencing Feb. 27 on the Wednesday gambling conviction. If he is released from the hospital before then, he will be taken to the Metropolitan Correctional Center.

Shadur`s decision came after a hearing that also resulted in the jailing overnight of Ronald Ignoffo, 35, reputedly a top DiVarco lieutenant, who was convicted Wednesday along with DiVarco and four other men.

THE JUDGE ORDERED that Ignoffo be held in the Metropolitan Correctional Center until a hearing Friday to determine the extent of Ignoffo`s alleged role in mob terror activities and whether he, like DiVarco, poses a threat to society.

Judith Dobkin, a U.S. Department of Justice attorney in the Organized Crime Strike Force in Chicago, initiated the hearing by invoking a new provision of the federal criminal code. Under the new law prosecutors can ask that defendants be jailed immediately after conviction upon a showing that they pose a danger to the community, even if they have posted bail.

FBI agent Scott Jennings testified that he had been told by Timothy Joyce, a former mobster, that Ignoffo was present in a car when DeJohn, a reputed drug peddler, was slain in the spring of 1981 at the request of DiVarco. The agent`s testimony indicated that DiVarco allegedly ordered DeJohn`s killing out of fear that the victim had become emotionally unstable and no longer was to be trusted.

In reference to the botched assassination attempt on Eto, which took place Feb. 10, 1983, Elaine Smith, another FBI agent, testified that DiVarco had arranged a dinner meeting between Eto and the two men who allegedly tried to kill him, Jasper Campise and John Gattuso.

THE NIGHT of that meeting, Campise and Gattuso allegedly shot Eto three times because mob bosses feared that Eto was about to become a federal witness.

Eto survived the attack and is in the government`s witness protection program. Campise and Gattuso later were found slain, their throats slit, in the trunk of Gattuso`s car. By testifying that DiVarco had arranged the dinner engagement, FBI agent Smith apparently was attempting to show that DiVarco had a role in the attempted killing of Eto.

DiVarco, Ignoffo, of 1733 N. Keating Ave., and the four other men were convicted Wednesday of running an illegal sports betting parlor on the Near North Side that took in as much as $200,000 a day from 1978 to 1980.

Doubly interesting is the fact that Ray Wannell's name is on the documents, he was liaison between the FBI and NSA...Wannell's Church Committee testimony is still locked up or was, maybe that's out now?

    MEMORANDUM FOR THE RECORD

    Subject: BAGELY, Tennant, Harrington

    #386 38

    1) On Wednesday, 7 October 1970 I briefed Colonel L. K. White, Executive  Director-Controller on certain reservations I have concerning the proposed promotion of Bagely to a supergrade position.

     2)  I was very careful to explain to Colonel White at the outset that my reservations had nothing whatsoever to do with Bagely's security status. I explained that it was my conviction that Bagely was almost exclusively responsible for the manner in which the Nosenko case had been handled by our SR division. I said I considered that Bagely lacked objectivity and that he had displayed extremely poor judgment over a two year period in the handling of this case. Specifically as one example of Bagely's extreme prejudice I pointed out that the SR division had neglected to follow up several leads provided by Nosenko which subsequently had been followed up by this office (Bruce Solie) and that this lead us to individuals who have confessed their recruitment and use by the Soviets over an extensive period of time.

    3)  I explained further that Bagely displayed extremely poor judgment in the actions he took during that time that  Nosenko was incarcerated at ISOLATION. On many occasions, as the individual responsible for Nosenko's care, I refuse to condone Bagely's  instructions to my people who are guarding him. In one instance Bagely insisted that  Nosenko's food ration be reduced to black bread and water three times daily. After I had briefed Colonel White, he indicated that he would refresh the Director's memory on Bagely's role in the Nosenko case at the time he reviews supergrade promotions.

Annex to appendix to enclosure A.

Pretexts to justify the US military intervention in Cuba.

(Note:  The courses of action which follow are a preliminary submission suitable only for planning purposes. They are arranged neither chronologically nor in ascending order. Together with similar input from other agencies, they are intended to provide a point of departure for the development of a singles, integrated, time-phased plan. Such a plan would permit the evaluation of individual projects within the context of cumulative, correlated actions designed to lead inexorably to the objective of adequate justification for US military intervention in Cuba.)

    1. Since it would seem desirable to use legitimate provocation as the basis for US military intervention in Cuba a cover and deception plan, to include requisite preliminary actions such as has been developed in response to task 33C, could be executed as an initial effort to provoke Cuban reactions. Our military posture throughout execution of the plan will allow a rapid change from exercise to intervention if Cuban response justifies.

    2. A series of well coordinated incidents will be planned to take place in and around Guantánamo to give genuine appearance of being done by hostile Cuban forces.

    a. Incidents to establish a credible attack ( not in chronological order.

    1) Start rumors (many). Use clandestine radio.

    2) land friendly Cubans in uniform "over the fence quote" to stage attack on base.

    3) Capture Cuban (friendly) saboteurs inside the base.

    4) Start riots near the main gate  (friendly Cubans)

    5) Blow up ammunition inside the base; start fires.

    6) Burn aircraft on airbase (sabotage)

    7) lob mortar shells from outside of the base into base. Some damage to installations.

) Capture assault teams approaching from the sea or vicinity of Guantánamo city.

    9) Capture militia group which storms the base.

    10) Sabotage ship in the harbor; large fires – – naphthalene.

    11) Sink ship near harbor entrance. Conduct funerals for mock victims (maybe in lieu of (10)).

    B. United States would respond by executing offensive operations to ensure water and power supplies, destroying artillery and water emplacement which threaten the base.

    C. Commence large scale military operations.

    3. A "Remember the Maine" incident could be arranged in several forms:

    A. We could blow up a US ship in Guantánamo Bay and blame Cuba.

    B. We could blow up a drone vessel anywhere in Cuban waters. We could arrange to cause such incident in the vicinity of Havana or Santiago as a spectacular result of a Cuban attack from the air or sea, or both. The presence of Cuban planes or ships merely investigating the intent of the vessels could be fairly compelling evidence that the ship was taken under attack. The nearness to Havana or Santiago would add credibility especially to those people that might have heard the blast or have seen the fires. The US could follow up with an air/sea rescue operation covered by US fighters to evacuate remaining members of the nonexistent crew. Casualty list in US newspapers would cause a helpful wave of national indignation.

    4. We could develop a communist Cuban terror campaign in the Miami area, and other Florida cities and even in Washington. The terror campaign could be pointed at Cuban refugees seeking haven in the United States. We could sink a boatload of Cubans enroute to Florida (real or simulated). We could foster attemps on lives of Cuban refugees in the United States even to the extent of wounding in instances to be widely publicized. Exploding a few plastic bombs at carefully chosen spots, the arrest of Cuban agents and the release of prepared documents substantiating Cuban involvement also would be helpful and projecting the idea of an irresponsible government.

    5. A "Cuban based, Castro-supported" filibuster could be simulated against a neighboring Caribbean nation (in the vein of 14 June invasion of the Dominican Republic). We know that Castro is backing subversive efforts clandestinely against Haiti, Dominican Republic, Guatemala, and Nicaragua at present and possible others. These efforts can be magnified and additional ones contrived for exposure. For example, advantage can be taken of the sensitivity of the Dominican Air Force to intrusions within their national airspace. Cuban B-26 or C-46 type aircraft could make cane burning raids at night. Soviet Bloc incendiaries could be found. This could be coupled with Cuban messages to the communist underground in the Dominican republic and "Cuban" shipments of arms which would be found, or intercepted, on the beach.

    6) Use of MIG type aircraft by US pilots could provide additional provocation. Harassment of civil air, attacks on surface shipping and destruction of US military drone aircraft by MIG type planes would be useful as complementary actions. And F-86 properly painted would convince air passengers that they saw a Cuban MIG,, especially if the pilot of the transport were to announce such fact. The primary drawback to this suggestion appears to be the security risk inherent in obtaining or modifying an aircraft. However reasonable copies of the MIG could be produced from US resources in about three months.

    7. Hijacking attempts against civil air and surface craft should appear to continue as harassing measures condoned by the government of Cuba. Concurrently, genuine defections of Cuban civil and military air and surface craft should be encouraged.  It is possible to create an incident which will demonstrate convincingly that a Cuban aircraft has attacked and  shot down a charterd civil airline enroute from the United States to Jamaica, Guatemala, Panama or Venezuela. The destination will be chosen only to cause the flight planned route to cross Cuba. The passengers could be a group of college students off on a holiday or any grouping of persons with a common interest to support chartering a non-scheduled flight.

    a. And aircraft at Elgin Air Force Base would be painted and numbered as an exact duplicate for a civil registered aircraft belonging to a CIA proprietary organization in the Miami area. At a designated time the duplicate would be substituted for the actual civil aircraft and would be loaded with the selected passengers, all boarded under carefully prepared aliases. The actual registered aircraft would be convert to a drone.

    b. Take off times of the drone aircraft on the actual aircraft will be scheduled to allow a rendezvous south of Florida. From the rendezvous point the passengers-carrying aircraft would decend to a minimum altitude and go directly into an auxiliary field at Elgin Air Force Base where arrangements will have been made to evacuate the passengers and return aircraft to its original status. The drone aircraft meanwhile will continue to fly the filed flight plan. Went over Cuba the drone will be transmitting on the international distress frequency a "May day" message stating he is under attack by Cuban MIG aircraft. The transmission will be interrupted by destruction of the aircraft which will be triggered by radio signal. This will allow ICAO radio in the Western Hemisphere to tell the US what has happened to the aircraft instead of the US trying to "sell" the incident.

    9. It is possible to create an incident which will make it appear that communist Cuban MIGs have destroyed a USAF aircraft over international waters in an unprovoked attack.

    a. Approximately four or five F-101 aircraft will be dispatched in trail from Homestead / FB, Florida, to the vicinity of Cuba. Their mission will be to reverse course and simulate fake aircraft for an air defense exercise in southern Florida. These aircraft would conduct variations of these flights at frequent intervals. Crews would be briefed to remain at least 12 miles off the Cuban coast; however, they would be required to carry live ammunition in the event that hostile actions were taken by the Cuban MIGs.

    b. On one such flight a pre-briefed pilot would fly tail-end Charley at considerable interval between aircraft. While near the Cuban island this pilot would broadcast that he had been jumped by MIGs and was going down. No other calls would be made. The pilot would then fly directly west and extremely low altitude and land at a secure base, an Elgin auxiliary. The aircraft would be met by the proper people, quickly stored and given a new tail number. The pilot who had performed the mission under an alias, would resume his proper identity and return to his normal place of business. The pilot and aircraft with then have disappeared.

    c. At precisely the same time that the aircraft was presumably shot down a submarine or small surface craft would disburse F101 parts, parachute, etc., at approximately 15 to 20 miles off the Cuban coast and depart. The pilots returning to Homestead would have a true story as far as they knew. Search ships and aircraft could be dispatched and parts of the aircraft found.
