For all we know, many users have such shortcoming, but they are not affected because all they post is text. One possibility is that the original web master/sysadmin left an ample quota for the person who hired him (Greg), and small for everybody else. All the rich graphics that we see are hosted elsewhere. None of them use a third party service. You are correct that there may be others who have the same upload limit, but if they only post text they wouldn't know about it and neither would I. It was done in order to support our invention of what they call today "Social Media", in the days of Usenet and e-mail only, before web. The application that became best known was: "Elector Electro". This was a time when making sure your modem was "bell" compatible was important and having a transfer rate of 60bps (not 60kps) was blazing fast. I remember those days well.
