Matt, This seems more like Putin's response to the recent U.S. and NATO discussions about launching missiles into Russia. He's positioning hypersonic missiles in close proximity to the U.S., and he recently told Europeans that they have no defense against hypersonic missiles. W.- not hypersonic land attack missiles. Putin wouldn't dare do that. Russia is not a military power, compared to the U.S. They are a very strong propaganda power.
