It, certainly, happened in Germany after the Reichstag fire. Hitler and his goons immediately shut down the opposition press, banned opposition political parties, and incarcerated leftists at Dachau. The public also started reporting their neighbors and associates to the Gestapo-- even for cracking jokes about Hitler in beer halls-- and the offenders were taken away to prison in the middle of the night.
