Operation Northwoods and 9/11

In [Joint Chief's chair] Lemnitzer's view, the country would be far better off if the generals could take over. For those military officers who were sitting on the fence, the Kennedy administration's botched Bay of Pigs invasion was the last straw. "The Bay of Pigs fiasco broke the dike," said one report at the time. "President Kennedy was pilloried by the super patriots as a 'no-win' chief . . . The Far Right became a fount of proposals born of frustration and put forward in the name of anti-Communism. . . Active-duty commanders played host to anti-Communist seminars on their bases and attended or addressed Right-wing meetings elsewhere."

Although no one in Congress could have known it at the time, Lemnitzer and the Joint Chiefs had quietly slipped over the edge.

According to secret and long-hidden documents obtained for Body of Secrets, the Joint Chiefs of Staff drew up and approved plans for what may be the most corrupt plan ever created by the U.S. government. In the name of antiCommunism, they proposed launching a secret and bloody war of terrorism against their own country in order to trick the American public into supporting an ill-conceived war they intended to launch against Cuba.

Code named Operation Northwoods, the plan, which had the written approval of the Chairman and every member of the Joint Chiefs of Staff, called for innocent people to be shot on American streets; for boats carrying refugees fleeing Cuba to be sunk on the high seas; for a wave of violent terrorism to be launched in Washington, D.C., Miami, and elsewhere. People would be framed for bombings they did not commit; planes would be hijacked. Using phony evidence, all of it would be blamed on Castro, thus giving Lemnitzer and his cabal the excuse, as well as the public and international backing, they needed to launch their war.

The idea may actually have originated with President Eisenhower in the last days of his administration. With the Cold War hotter than ever and the recent U-2 scandal fresh in the public's memory, the old general wanted to go out with a win. He wanted desperately to invade Cuba in the weeks leading up to Kennedy's inauguration; indeed, on January 3 he told Lemnitzer and other aides in his Cabinet Room that he would move against Castro before the inauguration if only the Cubans gave him a really good excuse. Then, with time growing short, Eisenhower floated an idea. If Castro failed to provide that excuse, perhaps, he said, the United States "could think of manufacturing something that would be generally acceptable." What he was suggesting was a pretext a bombing, an attack, an act of sabotage carried out secretly against the United States by the United States. Its purpose would be to justify the launching of a war. It was a dangerous suggestion by a desperate president.

Although no such war took place, the idea was not lost on General Lemnitzer But he and his colleagues were frustrated by Kennedy's failure to authorize their plan, and angry that Castro had not provided an excuse to invade.

The final straw may have come during a White House meeting on February 26, 1962. Concerned that General Lansdale's various covert action plans under Operation Mongoose were simply becoming more outrageous and going nowhere, Robert Kennedy told him to drop all anti-Castro efforts. Instead, Lansdale was ordered to concentrate for the next three months strictly on gathering intelligence about Cuba. It was a humiliating defeat for Lansdale, a man more accustomed to praise than to scorn.

As the Kennedy brothers appeared to suddenly "go soft" on Castro, Lemnitzer could see his opportunity to invade Cuba quickly slipping away. The attempts to provoke the Cuban public to revolt seemed dead and Castro, unfortunately, appeared to have no inclination to launch any attacks against Americans or their property Lemnitzer and the other Chiefs knew there was only one option left that would ensure their war. They would have to trick the American public and world opinion into hating Cuba so much that they would not only go along, but would insist that he and his generals launch their war against Castro. "World opinion, and the United Nations forum," said a secret JCS document, "should be favorably affected by developing the international image of the Cuban government as rash and irresponsible, and as an alarming and unpredictable threat to the peace of the Western Hemisphere."

Operation Northwoods called for a war in which many patriotic Americans and innocent Cubans would die senseless deaths, all to satisfy the egos of twisted generals back in Washington, safe in their taxpayer financed homes and limousines.

Is it possible that the Joint Chiefs ignored JFK's rejection of Operation Northwoods. In fact, was the assassination of JFK, the "outrage" that was to be used to trigger the invasion of Cuba?

John, I have come to believe that Northwoods represented a "final straw" In Kennedy's relationship with the JCS especially Lemnitzer, LeMay and Craig. Add into this poisonous mix his sacking of Dulles, and the public humiliation of General Walker and you have a group of powerful men who see Kennedy as a traitor to his country, and have the means to make this problem go away. In reality the assassination was as much about battered ego's as removing a Commie president to save the country. It is also interesting to see who in the business community was sponsoring all these anti Communist meetings.

Annex to appendix to enclosure A. 

Pretexts to justify the US military intervention in Cuba.

(Note:  The courses of action which follow are a preliminary submission suitable only for planning purposes. They are arranged neither chronologically nor in ascending order. Together with similar input from other agencies, they are intended to provide a point of departure for the development of a singles, integrated, time-phased plan. Such a plan would permit the evaluation of individual projects within the context of cumulative, correlated actions designed to lead inexorably to the objective of adequate justification for US military intervention in Cuba.)

1. Since it would seem desirable to use legitimate provocation as the basis for US military intervention in Cuba a cover and deception plan, to include requisite preliminary actions such as has been developed in response to task 33C, could be executed as an initial effort to provoke Cuban reactions. Our military posture throughout execution of the plan will allow a rapid change from exercise to intervention if Cuban response justifies.

2. A series of well coordinated incidents will be planned to take place in and around Guantánamo to give genuine appearance of being done by hostile Cuban forces.

a. Incidents to establish a credible attack ( not in chronological order.

1) Start rumors (many). Use clandestine radio.

2) land friendly Cubans in uniform "over the fence quote" to stage attack on base.

3) Capture Cuban (friendly) saboteurs inside the base.

4) Start riots near the main gate  (friendly Cubans)

5) Blow up ammunition inside the base; start fires.

6) Burn aircraft on airbase (sabotage)

7) lob mortar shells from outside of the base into base. Some damage to installations.

) Capture assault teams approaching from the sea or vicinity of Guantánamo city.

9) Capture militia group which storms the base.

10) Sabotage ship in the harbor; large fires – – naphthalene.

11) Sink ship near harbor entrance. Conduct funerals for mock victims (maybe in lieu of (10)).

B. United States would respond by executing offensive operations to ensure water and power supplies, destroying artillery and water emplacement which threaten the base.

C. Commence large scale military operations.

3. A "Remember the Maine" incident could be arranged in several forms:

A. We could blow up a US ship in Guantánamo Bay and blame Cuba.

B. We could blow up a drone vessel anywhere in Cuban waters. We could arrange to cause such incident in the vicinity of Havana or Santiago as a spectacular result of a Cuban attack from the air or sea, or both. The presence of Cuban planes or ships merely investigating the intent of the vessels could be fairly compelling evidence that the ship was taken under attack. The nearness to Havana or Santiago would add credibility especially to those people that might have heard the blast or have seen the fires. The US could follow up with an air/sea rescue operation covered by US fighters to evacuate remaining members of the nonexistent crew. Casualty list in US newspapers would cause a helpful wave of national indignation.

4. We could develop a communist Cuban terror campaign in the Miami area, and other Florida cities and even in Washington. The terror campaign could be pointed at Cuban refugees seeking haven in the United States. We could sink a boatload of Cubans enroute to Florida (real or simulated). We could foster attemps on lives of Cuban refugees in the United States even to the extent of wounding in instances to be widely publicized. Exploding a few plastic bombs at carefully chosen spots, the arrest of Cuban agents and the release of prepared documents substantiating Cuban involvement also would be helpful and projecting the idea of an irresponsible government. 

5. A "Cuban based, Castro-supported" filibuster could be simulated against a neighboring Caribbean nation (in the vein of 14 June invasion of the Dominican Republic). We know that Castro is backing subversive efforts clandestinely against Haiti, Dominican Republic, Guatemala, and Nicaragua at present and possible others. These efforts can be magnified and additional ones contrived for exposure. For example, advantage can be taken of the sensitivity of the Dominican Air Force to intrusions within their national airspace. Cuban B-26 or C-46 type aircraft could make cane burning raids at night. Soviet Bloc incendiaries could be found. This could be coupled with Cuban messages to the communist underground in the Dominican republic and "Cuban" shipments of arms which would be found, or intercepted, on the beach.

6) Use of MIG type aircraft by US pilots could provide additional provocation. Harassment of civil air, attacks on surface shipping and destruction of US military drone aircraft by MIG type planes would be useful as complementary actions. And F-86 properly painted would convince air passengers that they saw a Cuban MIG,, especially if the pilot of the transport were to announce such fact. The primary drawback to this suggestion appears to be the security risk inherent in obtaining or modifying an aircraft. However reasonable copies of the MIG could be produced from US resources in about three months.

7. Hijacking attempts against civil air and surface craft should appear to continue as harassing measures condoned by the government of Cuba. Concurrently, genuine defections of Cuban civil and military air and surface craft should be encouraged.  It is possible to create an incident which will demonstrate convincingly that a Cuban aircraft has attacked and  shot down a charterd civil airline enroute from the United States to Jamaica, Guatemala, Panama or Venezuela. The destination will be chosen only to cause the flight planned route to cross Cuba. The passengers could be a group of college students off on a holiday or any grouping of persons with a common interest to support chartering a non-scheduled flight. 

a. And aircraft at Elgin Air Force Base would be painted and numbered as an exact duplicate for a civil registered aircraft belonging to a CIA proprietary organization in the Miami area. At a designated time the duplicate would be substituted for the actual civil aircraft and would be loaded with the selected passengers, all boarded under carefully prepared aliases. The actual registered aircraft would be convert to a drone.

b. Take off times of the drone aircraft on the actual aircraft will be scheduled to allow a rendezvous south of Florida. From the rendezvous point the passengers-carrying aircraft would decend to a minimum altitude and go directly into an auxiliary field at Elgin Air Force Base where arrangements will have been made to evacuate the passengers and return aircraft to its original status. The drone aircraft meanwhile will continue to fly the filed flight plan. Went over Cuba the drone will be transmitting on the international distress frequency a "May day" message stating he is under attack by Cuban MIG aircraft. The transmission will be interrupted by destruction of the aircraft which will be triggered by radio signal. This will allow ICAO radio in the Western Hemisphere to tell the US what has happened to the aircraft instead of the US trying to "sell" the incident. 

9. It is possible to create an incident which will make it appear that communist Cuban MIGs have destroyed a USAF aircraft over international waters in an unprovoked attack.

a. Approximately four or five F-101 aircraft will be dispatched in trail from Homestead / FB, Florida, to the vicinity of Cuba. Their mission will be to reverse course and simulate fake aircraft for an air defense exercise in southern Florida. These aircraft would conduct variations of these flights at frequent intervals. Crews would be briefed to remain at least 12 miles off the Cuban coast; however, they would be required to carry live ammunition in the event that hostile actions were taken by the Cuban MIGs.

b. On one such flight a pre-briefed pilot would fly tail-end Charley at considerable interval between aircraft. While near the Cuban island this pilot would broadcast that he had been jumped by MIGs and was going down. No other calls would be made. The pilot would then fly directly west and extremely low altitude and land at a secure base, an Elgin auxiliary. The aircraft would be met by the proper people, quickly stored and given a new tail number. The pilot who had performed the mission under an alias, would resume his proper identity and return to his normal place of business. The pilot and aircraft with then have disappeared.

c. At precisely the same time that the aircraft was presumably shot down a submarine or small surface craft would disburse F101 parts, parachute, etc., at approximately 15 to 20 miles off the Cuban coast and depart. The pilots returning to Homestead would have a true story as far as they knew. Search ships and aircraft could be dispatched and parts of the aircraft found.

I wrote elsewhere that by this time with the JFK killing, we had books by Lane, Sauvage, Buchanan, Meagher, Davy,Popkin, Hurt and others; we had the Garrison case and the House Select Committee on Assassinations. David Ray Griffin and Judy Wood have written books; Philip Marshall wrote a devastating one and was suicided. Perhaps the 1960's murders made everyone so apathetic, you can't even get interest in what is more and more looking like a false flag, and  an arranged "new Pearl Harbor." Was Larry Silverstein lucky like Abe Zapruder was or  did he know more than he let on? Not one case went to court--all were settled. How could the country let all those people die without examining the cause of their deaths?

I had not heard of Marshall and Googled him. What a tragedy. Of course the local authorities put together a good case of it being murder-suicide, due to reported mental illness (bipolar etc.).

I'll read the book when I get the chance. I ceased researching 9/11 a few years ago, wrote a couple of articles and that's it. Ultimately what's the point? The government always wins. Just ask Philip Marshall.

Hi Ron. What a sad story. I can't believe he killed himself; neither can two associates of his-Susan Lindauer and Wayne Madsen. He wrote a short book on false flag 9/11 before he wrote Bamboozled. What I liked about each was his perspective--he was a pilot who knew those planes and he knew Black Ops and  knew the NORAD and FAA systems. I had hoped a journalist would have written such material within a year of what Marshall clearly saw as a manufactured incident. But who expects such things, realistically?

He was right handed and he was shot in left temple; his computer is missing; he was known as a good father and the man I read would not kill his own children. He was ready to name names. Too much like JFK "suicides" - since the alternative to death is knowledge and accountability. My favorite fact of 9/11 is that a 47 story high rise that" just fell" was not mentioned in the 9/11 Commission Report. The Big Lie works every time.

This from the Califano papers. There is includes some of the Operation Northwoods doc. I've just skimmed the 200 pages but there is a lot here. You can smell Seven Days in May brewing...

(1) Simulated attack on Guantanamo.

(2.) Word flashed to the President.

(3) President orders -counterattack to include: (a) Immediate launch of alerted aircraft whose targets are Cuban airfields. (b) Immediate launch of counterattack down strategic lines in communication in Cuba. (c) Fleet force standing by on alert would make way toward pre-selected targets /landing areas (d Immediate embarkation of airborne troops previously alerted to pre-selected targets. (e) Launch of additional combat aircraft to clear drop areas and further interdict lines of communication _(f) Ships and aircraft would "land/ airdrop troops and secure airfields, road/rail terminals, etc.

Properly executed, the above could overthrow the Cuban Government in a ·matter of hours, providing the plan is implemented within the next six months.
