Donetsk, 12 Feb – Correspondent. It is given. In the Donetsk National Republic the labor union of the metallurgical and mining industry is created today.

As organizers of the constituent congress which took place in Donetsk reported, it brought together 104 participants, among which representatives of thirteen metallurgical and mining enterprises working at the territory of DNR.

The chairman of labor union of metallurgists and miners of DNR Igor Zhadan — the representative of one of primary trade-union organizations nominated on a post by the organizing committee of congress is elected the unanimous decision of all delegates.

"We will lift up in common our enterprises. To do everything that depends on labor unions — Zhadan told. — Our production has to be demanded, and employees are provided with a worthy salary" — he added.

At congress the emblem and a flag of labor union are approved.

Earlier, in January, in Donetsk constituent conference of branch labor union of the coal-mining industry took place. As explained the correspondent. It is given in the organizing committee of today's congress, two structures will exist in parallel, spheres of their activity are partially crossed.

"In days as a result of clashes the general losses of power structures of Ukraine made all: 7 tanks, 11 BMP, the armored personnel carrier, 14 artillery systems, 4 cars, 127 people the killed and to 300 wounded", – were noted by him.

In total since the beginning of renewal of active military operations (within twenty six days) the opponent lost 3 planes, 1 helicopter, 181 tanks, 145 BMP, the armored personnel carrier and MTLB, 138 tools of field artillery, 115 cars and 2396 people the killed.

Rebels in days as a result of clashes lost 1 BMP, staff – 5 people the killed, 11 are wounded.

Commenting on the agreements signed today in Minsk, the politician declared that DNR and LNR are faced by much wider tasks.

Zakharchenko hoped that the signed agreement "will put an end to military operations and will allow DNR and LNR to be engaged in peaceful construction for the benefit of the people", and also will promote positive changes in Ukraine.

"It will be possible nothing and tomorrow. The staff of VSU is absolutely disorganized. People are suppressed. They have one desire, – that all this as soon as possible came to the end" — the representative of the Ministry of Defence noted.

According to him, in Donetsk suggest not to wait on February 15 when there has to come the truce on all line of contact, it agrees to the agreement signed today in Minsk. "We and now suggest misters to cease in Kiev fire in Debaltsevo right now — Basurin emphasized.

"But, unfortunately, misters in Kiev sacrifice the military personnel of the ambitions. Exactly here violation threat of the Kiev mode of the agreements reached in Minsk" — he concluded.

Minsk, 12 Feb — is GIVEN. In case of violation by Kiev of the agreements reached today in Minsk no new agreements will be signed any more, the Head of the Donetsk National Republic Alexander Zakharchenko declared to journalists.

"All points of the signed document demand additional coordination therefore in case of violations no new meetings and memorandums will exist" — Zakharchenko told. He emphasized that "all responsibility for any violation of provisions of the memorandum will lay down on Poroshenko".

The head of DNR noted that the Donetsk and Lugansk National Republics signed the new document of Contact group thanks to the guarantees provided by the president of Russia Vladimir Putin, the German chancellor Angela Merkel and the president of France François Hollande.

Zakharchenko hoped that the signed agreement "will put an end to military operations and will allow DNR and LNR to be engaged in peaceful construction for the benefit of the people", and also will promote positive changes in Ukraine.

Following the Normandy format talks, the leaders of Russia, Ukraine, France and Germany adopted a declaration in support of the Measures to Implement the Minsk Agreements adopted on February 12 by the Contact Group on the Ukrainian Settlement.

We proceed from the notion that all the parties will show restraint until the complete ceasefire. The problem here was that representatives of the Donetsk and Lugansk people’s republics claimed that in response to the aggressive actions of the Kiev authorities they not only held back the Kiev forces but also managed to mount an offensive and surrounded a group of 6,000 to 8,000 servicemen. They, of course, proceed from the idea that this group will lay down arms and stop its resistance.

We nevertheless call on both sides to show restraint and in order to avoid unnecessary excessive bloodshed and casualties they should do everything possible to ensure that the separation of forces, mainly the heavy equipment, is conducted without unnecessary bloodshed.

Representatives of the Ukrainian authorities believe their troops have not been surrounded and therefore think this process will go sufficiently smoothly. I had some initial doubts that I can share with you. If the troops really had been surrounded, then, logically, they will try to break free, while those who are on the outside will try to arrange for a corridor for their trapped servicemen.

Eventually, we agreed with President Poroshenko that we will instruct our experts – I am ready to do so – to establish what is actually going on there. In addition, I will repeat, we will try to develop a set of measures to verify the implementation of our decisions by both sides.

I would like to call on both conflicting parties once again to stop the bloodshed as soon as possible and proceed to a truly political process of a long-term settlement.

Ceasefire in Ukraine to Begin Midnight February 15 - Putin

The ceasefire is planned to take place beginning on 15 February, and according to initial reports, the withdrawal of heavy artillery from the front lines is to be completed within two weeks. Not only that, but if all goes according to plan, foreign mercenaries, “illegal armed groups”, and military equipment are to leave Ukraine, and the OSCE is envisaged as playing some kind of stabilizing force. Ukraine is also supposed to enact some kind of special status for Donetsk and Luhansk that will guarantee their rights and autonomy.

All of this sounds fine and dandy in theory, but serious problems aren't being addressed in fact. In the countdown to the ceasefire, both sides are expected to wage an all-out war to consolidate their gains, and most observers are forgetting that there is still a sizeable (and violent) portion of Ukrainian society that is absolutely opposed to halting the fighting in Donbas.

While global eyes were directed on Minsk, the US announced that it would begin training Ukraine’s National Guard in March, showing that it’s digging itself even deeper into the country’s civil war and fortifying its influence in the country.

The Countdown

In the coming days, both Kiev and the southeastern Ukrainian republics will likely fight an all-out conflict to consolidate their respective gains to either use as bargaining chips in future negotiations or to hold on to for long-term gain.

No matter if heavy artillery is removed as expected or not, there are still thousands of troops on the ground more motivated than ever to ‘beat the clock’ and lay claim to as much territory as possible before the ceasefire commences.

A major unresolved issue is what becomes of Kiev’s troops encircled in Debaltseve, since if they remain there after the ceasefire and don’t surrender or are eliminated beforehand, it could create a bridgehead for the capital to claim more eastern territory, and possibly disrupt a sizeable segment of the self-proclaimed republics’ gains acquired since their counter-offensive last month.

Poroshenko After Minsk Talks: Donbas Autonomy, Federalization Not an Option

Ukraine’s leader placed himself into a dark political corner by agreeing to the ceasefire, since there are many militant elements in his country’s society that are opposed to any cessation of violence in Donbas or special autonomy for the region. It’s not just regular civilians (who most actively protested for a more ‘successful’ campaign back in the fall), but also the irregular pro-Kiev militias that Poroshenko has to fear. Just two weeks ago, many members of the Aidar battalion attempted to storm the Ministry of Defense headquarters to protest their official disbandment by Kiev. These fighters are known for their brutality and have been accused of war crimes by Amnesty International, thus evidencing their propensity for extremely violent ‘solutions’ to their ‘problems’.

The Aidar Battalion isn’t alone, as likeminded extreme nationalist groups such as oligarch Igor Kolomoyskiy’s Azov Battalion and Dmytro Yarosh’s Right Sector are also opposed to peace in Donbas. If these three groups teamed up and applied pressure on Poroshenko for being a ‘sell-out’ and ‘soft on terrorism’ (which is what they accused him of being during last September’s Minsk talks), then they could potentially rile up enough of the population to create serious destabilization in Kiev and possibly enact another color revolution, if not a direct militant coup.

Kiev Lacks Control Over Battalions in East Ukraine, Ceasefire Unlikely

This scenario is certainly foreseeable since the agreement supposedly stipulates the disarmament of “illegal armed groups”, which could be interpreted as being against the three aforementioned nationalist groups just as much as against the militias of Donetsk and Luhansk. In the first case, they’ll likely team up and fight against Kiev if they can’t be formally integrated into its armed forces, whereas for the latter, they’ll vie to have an official status within their respective territories, which would obviously upset the nationalist groups and individuals in the rest of Ukraine. Either way, the nationalist groups are likely to remain a factor of political and military instability in Ukraine long after 15 February, and they present the greatest threat to Poroshenko’s power and any peace in Donbas.

Where’s Washington?

While the entire Minsk hubbub was dominating the news circuits, an important tidbit of information was lost on most of the global public. Ben Hodges, the commander of US Army Europe, announced that the American military will be training 600 members of Ukraine’s National Guard beginning in March. Semon Semenchenko, the commander of the pro-Kiev Donbas volunteer battalion, described the future exercises as being like “the traditional training systems of the US Navy Seals and Delta Force”, which are among the world’s most elite special forces units. This underreported news could likely be even more significant than the ‘ceasefire’ achieved at Minsk, since it has widely reverberating implications for any potential peace in Ukraine.

The US is now training the vanguard force for any future operations in Donbas, and these 600 individuals can then pass along their US-acquired skills and knowledge to other members of Kiev’s military.

This means that Blackwater’s training is no longer necessary (nor allowed by the proposed agreement), and that the mercenary trainers are simply being swapped out for actual US Army personnel.

Other than increasing the efficiency of Kiev’s forces, the US may also seek to train them in operating unfamiliar Western weaponry in preparation for its eventual delivery to Ukraine. No matter if there’s an active war in Donbas or not, that won’t prevent the US or its allies from selling weapons to Ukraine if they want to. The US can either do this directly via shipments through the Black Sea or indirectly through its Polish and Romanian proxies.

So in the greater mix of things, although Washington wasn’t present at the current Minsk talks, its growing military influence in Ukraine was definitely the elephant in the room that nobody wanted to address.

MOSCOW, 13 Feb — RIA Novosti. The chairman of national council of DNR Andrey Purgin declared to the Financial Times newspaper that a number of provisions of the Minsk agreement not completely suits rebels, but many points can be processed in the next some months after the beginning of a truce.

On Thursday in Minsk the plan of peaceful settlement for Ukraine which, except other, provides a truce and branch of troops was agreed. The representative of DNR at the Minsk negotiations Denis Pushilin in the evening on Thursday also told on air "Russia 24" that some provisions not quite meet expectations of rebels, but for achievement of a compromise both parties made certain concessions.

"The Minsk agreement doesn't exist yet. The Minsk agreement — is a leaf with the text. On a plan the Minsk memorandum has to become the stage-by-stage plan. When one point is executed, we can pass to the following" — Purgin told.

The structure of the signed document such is that work on one points is attached to performance of others, for example restoration of the Ukrainian control over border has to happen after the constitutional reform and elections in Donbass, and those have to be in turn coordinated after branch of heavy arms.

"When we will reach those points of the memorandum which aren't pleasant to us — by this moment we will conduct negotiations with other party" — Purgin continued and explained that in Kiev the management will already be replaced by then.

MOSCOW, February 13. /TASS/. Seven people, including three children, died over the last 24 hours as a result of shelling of towns in the self-proclaimed Donetsk People’s Republic (DPR), DPR defense ministry spokesman Eduard Basurin told a briefing on Friday.

"Yesterday, three children died as a result of shelling of a residential house in Gorlovka — a boy, aged 1, and two girls, aged 6 and 12," the Donetsk News Agency quoted Basurin as saying. "In total, 7 civilians were killed and 15 more injured."

The Ukrainian forces shelled several settlements in DPR over 40 times in the last 24 hours, Basurin said. "Over the last 24 hours, [we] registered 42 shellings, including 19 in Donetsk, four in Golovka and one in Yasinovataya," he added.

The towns in the self-proclaimed Luhansk People’s Republic (LPR) were also shelled at night. Three people died and four more were injured in the shelling of residential areas in Luhansk from multiple rocket launch systems, LPR emergencies minister Sergey Ivanushkin said on Friday.

Last night, the city was shelled twice, Ivanushkin said. The first shelling came at around 10:30pm local time in the eastern part of Luhansk. Fifty-two explosions were registered when Smerch rockets hit targets.

"Apart from residential houses, [smerch rockets] hit a fire department, a dairy plant, a gas pipeline, Vostochnaya boiler station and a kindergarten," Ivanushkin said.

The second shelling was carried out from Grad multiple rocket launcher at around 3:45am local time. Rockets hit residential houses located close to the center of the city.

MOSCOW, February 13. /TASS/. The growing number of civilian casualties should be prevented before the ceasefire comes into force in Ukraine, Russia’s Ambassador to the Organization for Security and Cooperation in Europe (OSCE) Andrey Kelin said on Friday.

MANAGUA /Nicaragua/, February 13. /TASS/. Nicaragua supports Russia’s position on settlement of the conflict in Ukraine, the republic’s President Daniel Ortega said during a meeting with Russia’s Defence Minister Sergey Shoigu on Friday.

"We support fully the initiatives of Russia’s President Vladimir Putin on settlement of the conflict in Ukraine," the president said adding he pays special attention to the visit of the Russian minister and expressed confidence in further development of cooperation between Russia and Nicaragua in sciences, technique and in other spheres.

During the meeting, Nicaragua’s president spoke about the destructive role of the US in influencing problems of the global policies.

"We can see and we are aware the US are creating havoc across the world. Unrest begins wherever the US is," he said.

At the meeting, the Russian minister told the president about the changes in the Russian Armed Forces.

The president thanked the minister for his major input in development of friendly relations between Russia and Nicaragua, including in development of the military and technical cooperation. The parties confirmed similar positions on the events in Ukraine, and on other issues of the global and regional policies.

The document on a package of measures on implementation of the Minsk agreements provides branch of heavy arms, a conclusion of foreign paramilitary groups and the beginning of dialogue about carrying out local elections in the southeast of Ukraine.

MOSCOW, on February 12 – RIA Novosti. The document on measures for implementation of the Minsk agreements signed by heads of the self-proclaimed Donetsk and Lugansk national republics, representatives of Russia and Ukraine and the representative from OSCE on implementation of the Minsk agreements and the declaration of heads of Russia, Ukraine, France and Germany in support of a complex of these measures was at disposal of journalists. Package of measures on implementation of the Minsk agreements

1. Immediate and comprehensive ceasefire in certain regions of Donetsk and Lugansk areas of Ukraine and its strict performance, starting with 00 h. 00 min. (Kiev time) on February 15, 2015.

2. Branch of all heavy arms by both parties on equal distances for creation of a safety zone at least 50 km wide from each other for artillery systems in caliber of 100 mm and more, safety zones 70 km wide for RSZO and 140 km wide for RSZO "Tornado-S", "Uragan", "Smerch" and the tactical missile systems "Point" ("the Point At"):

— for the Ukrainian troops: from the actual line of contact;

— for paramilitary groups of certain regions of Donetsk and Lugansk areas of Ukraine: from the line of contact according to the Minsk memorandum of September 19, 2014.

Branch of above-mentioned heavy arms has to begin no later than the second day after ceasefire and come to the end within 14 days.

This process will be promoted by OSCE with assistance of Tripartite Contact group.

3. To provide effective monitoring and verification of a ceasefire regime and branch of heavy arms from OSCE from the first day of branch with application of all necessary technical means, including satellites, the UAV, radar-tracking systems and so forth.

4. In the first day after branch to begin dialogue about modalities of carrying out local elections according to the Ukrainian legislation and the Law of Ukraine "About a temporary order of local government in certain regions of Donetsk and Lugansk areas", and also about future mode of these areas on the basis of the specified law.

Immediately, no later than 30 days from the date of signing of this document to adopt the resolution of the Verkhovna Rada of Ukraine with the indication of the territory on which the particular treatment according to the Law of Ukraine "About a temporary order of local government in certain regions of Donetsk and Lugansk areas" on the basis of the line established in Minsk the memorandum of September 19, 2014 extends.

5. To provide pardon and amnesty by coming into force of the law forbidding prosecution and punishment of persons in connection with the events taking place in certain regions of Donetsk and Lugansk areas of Ukraine.

6. To provide release and an exchange of all hostages and illegally withheld persons on the basis of the principle "all on all". This process has to be complete the latest for the fifth day after branch.

7. To provide safe access, delivery, storage and distribution of humanitarian aid needing on the basis of the international mechanism.

8. Definition of modalities of a complete recovery of social and economic communications, including the social translations, such as payment of pensions and other payments (receipts and the income, timely payment of all municipal accounts, renewal of the taxation within a legal framework of Ukraine).

For this purpose Ukraine will regain control of a segment of the banking system in the areas affected by the conflict, and, perhaps the international mechanism for simplification of such translations will be created.

9. Restoration of complete control over frontier from the government of Ukraine in all zone of the conflict which has to begin in the first day after local elections and comes to the end after comprehensive political settlement (local elections in certain regions of Donetsk and Lugansk areas on the basis of the Law of Ukraine and the constitutional reform) by the end of 2015 on condition of implementation of point 11 – in consultations and in coordination with representatives of certain regions of Donetsk and Lugansk areas within Tripartite Contact group.

10. A conclusion of all foreign paramilitary groups, military equipment, and also mercenaries from the territory of Ukraine under supervision of OSCE. Disarmament of all illegal groups.

11. Carrying out the constitutional reform in Ukraine with coming into effect by the end of 2015 of the new constitution assuming decentralization as a key element (taking into account features of certain regions of the Donetsk and Lugansk areas coordinated with representatives of these areas), and also adoption of the constant legislation on the special status of certain regions of Donetsk and Lugansk areas according to the measures specified in the note 1 until the end of 2015.

12. On the basis of the Law of Ukraine "About a temporary order of local government in certain regions of Donetsk and Lugansk areas" the questions concerning local elections will be discussed and be coordinated with representatives of certain regions of Donetsk and Lugansk areas within Tripartite Contact group. Elections will be held with observance of the corresponding standards of OSCE when monitoring from BDIPCh of OSCE.

13. To intensify activity of Tripartite Contact group, including by creation of the working groups on performance of the corresponding aspects of the Minsk agreements. They will reflect structure of Tripartite Contact group.

Note 1. Such measures according to the Law "About a Special Order of Local Government in Certain Regions of Donetsk and Lugansk Areas" include the following:

— release from punishment, prosecution and discrimination of the faces tied with the events taking place in certain regions of Donetsk and Lugansk areas;

— right for language self-determination;

— participation of local governments in appointment of heads of bodies of prosecutor's office and vessels in certain regions of Donetsk and Lugansk areas;

— opportunity for the central executive authorities to conclude agreements of rather economic, social and cultural development of certain regions of Donetsk and Lugansk areas with appropriate authorities of local government;

— the state gives support to social and economic development of certain regions of Donetsk and Lugansk areas;

— assistance from the central authorities to cross-border cooperation in certain regions of Donetsk and Lugansk areas with regions of the Russian Federation;

— creation of groups of national militia according to the decision of local councils for the purpose of maintenance of a public order in certain regions of Donetsk and Lugansk areas;

— powers of deputies of the local councils and officials elected on the early elections appointed by the Verkhovna Rada of Ukraine this law can't be ahead of schedule stopped.

The declaration of the President of the Russian Federation, the President of Ukraine, the President of the French Republic and the Chancellor of the Federative Republic of Germany in support of the Package of measures on implementation of the Minsk agreements accepted on February 12, 2015

The president of the Russian Federation Vladimir Putin, the President of Ukraine Petro Poroshenko, the President of the French Republic François Hollande and the Chancellor of the Federative Republic of Germany Angela Merkel confirm full respect of the sovereignty and territorial integrity of Ukraine. They are firmly convinced of lack of alternative of exclusively peaceful settlement. They are entirely ready to take any possible measures both separately, and in common for this purpose.

In this context leaders approve the Package of measures on implementation of the Minsk agreements accepted and signed in Minsk on February 12, 2015 with everything who also signed the Minsk protocol of September 5, 2014 and the Minsk memorandum of September 19, 2014. Leaders will make a contribution to this process and to use the influence on the relevant parties to promote performance of this Package of measures.

Germany and France will give technical support for restoration of a segment of a banking system in the areas affected by the conflict, perhaps, by creation of the international mechanism for assistance to implementation of social payments.

Leaders share belief that strengthening of cooperation between the European Union, Ukraine and Russia will promote settlement of this crisis. For this purpose they support continuation of tripartite negotiations between the European Union, Ukraine and Russia concerning power to carry out steps to development of "a winter gas package".

They also support tripartite negotiations between the European Union, Ukraine and Russia for development of the practical solution of the questions causing concern of Russia in connection with implementation of the Agreement on the Deep and comprehensive free trade zone between Ukraine and the European Union.

Leaders are still committed to idea of creation of the general humanitarian and economic space from Atlantic to the Pacific Ocean on the basis of full respect of international law and the principles of OSCE.

Leaders will be and from now on are committed to implementation of the Minsk agreements. For this purpose they agreed about creation of the control mechanism in "a Norman format" which will hold meetings with regular frequency , as a rule, at the level of the senior officials representing the Ministries of Foreign Affairs.

Rebels managed to beat off four attacks of the Ukrainian security officers trying to break through debaltsevsky "copper" near the settlement of Logvinovo. The Ukrainian divisions lost two tanks, nine BMP and about 40 people the killed and wounded then receded. Reports Donetsk news agency about it.

"According to radio interceptions, the Ukrainian security officers surrounded in Debaltsevo, having realized impossibility of an exit from an environment, stay in a panic. On the eve of the Minsk-agreed ceasefire, locals in eastern Ukraine are far from being too optimistic. The horrors of the war leave little room for hope, RT journalists in the region have found out.

Sixteen-hour-long talks in Minsk that took place on Thursday are to bring a much anticipated ceasefire to Eastern Ukraine commencing at 00:00 local time (22:00 GMT) on Sunday night. But residents of Donbas seem to have small faith in the peace deal, as sporadic shelling is nonetheless continuing – and the death toll, which already exceeds 5,300 lives, goes on counting off civilians.

Saturday brought warm, spring weather to Donetsk – as well as the sounds of mortar firings and explosions, RT’s correspondent Murad Gazdiev reports from the city.

“Why are they bombing us, why are they killing us, why are they destroying us? We will be buried alive. We will starve; we will rot in basements…,” a Donetsk resident told Gazdiev.

“We hoped for that day the peace would come, the troops would be drawn off and this bloodshed and civil war would come to an end. But it didn’t happen,” a doctor of a local hospital also told RT Friday.

President Petro Poroshenko puts the blame for the continuing shelling of civilians on the self-defense forces, seeing them as a threat to the Minsk agreement. “I don't want anyone to have any illusions and so I am not seen as a naive person: we are still a very long way from peace,” the president said on Friday.

In the course of the previous day’s fighting on the ground, lives of nearly 100 military from each side to the conflict had been claimed, according to Interfax that cited the intelligence sources of the Kiev military and the self-defense forces.

“The moment the coup d’état happened was the moment when Ukraine entered this tragic path of decline and degradation,” Anna Van Densky, political commentator at EU Reporter magazine, told RT.

“People of the whole Ukraine and Donbas are hostages of this horrendous situation,” she added.

To complicate the Ukrainian crisis further, the leader of Ukraine's radical nationalist organization, Dmytro Yarosh, announced that Right Sector doesn't recognize the Minsk agreements and preserves “the right to continue high-intensive combat actions according to our own operation plans.”

This statement, made just one day before the start of the ceasefire, could be a “provocation” that would be able to “destroy it”, giving “an excuse to go on for the other side,” journalist Lode Vanoost, former Deputy Speaker of the Belgian Parliament and former member of the UN mission in Kosovo, told RT.

In their turn, the Donetsk self-defense forces reassured that they “will be acting according to what we have signed in Minsk,” and only “should there be no implementation [of the Minsk agreements], will we make relevant conclusions, and then the strategy will be immediately changed,” as cited by RIA-Novosti on Saturday.

“I really want peace, for everything to improve. I wish no one to go through what I have – to be left old and alone with a crippled leg in a destroyed building,” an injured woman told RT on Thursday, when the peace talks were only underway, nourishing hopes and fears for the days to come.

According to all available data from the UN, about 5,5 thousand civilians became the victims of the conflict. The parties repeatedly made attempts to agree with mediation of the Russian Federation and OSCE during negotiations in Minsk. In the fall it led to long reduction of intensity of attacks after signing of agreements on settlement, however after New Year's holidays the situation was heated again, the number of attacks increased.

Explosion thundered about the residence of the head of DNR Alexander Zakharchenko in 100 meters from journalists who expected the beginning of a press conference with the leader of the republic.

The press conference had to take place in Zakharchenko's residence in the center of Donetsk on Universitetskaya Street, transfers RIA Novosti.

As a result of explosion two persons were lost, four got wounds.

"Literally in two hours I had deputies of the Bundestag of German. We went around the city, literally in hundred meters from us the mine became torn", - Zakharchenko reported.

While journalists waited for the beginning of a briefing of Zakharchenko, in the yard of one of the neighboring houses down the street University the mine became torn. We will remind, on Thursday the president of Russia Vladimir Putin declared that during almost 16-hour negotiations the document of contact group on the measures directed on implementation of the Minsk arrangements was signed.

The document assumes ceasefire in Donbass from 00.00 local time on February 15, branch of all heavy arms by both parties of the conflict "on equal distances at least 50 kilometers wide from each other"; a conclusion of all foreign paramilitary groups, military equipment and mercenaries from the territory of Ukraine under supervision of OSCE; disarmament of all illegal groups and formations; carrying out the constitutional reform in Ukraine until the end of 2015; elections in certain regions of DNR and LNR with observance of standards of OSCE and BDIPCh (Bureau on democratic institutes and human rights), and also definition of the special statuses of the republics.

The two European powers fear another defeat for the far-right government in Kiev, which came to power one year ago with U.S. and European Union assistance. In Washington, Republican Sen. John McCain, along with high-ranking allies in Congress and the Obama administration, is pushing to openly arm the Ukrainian junta, which includes avowed neo-Nazis in power for the first time since World War II.

The announcement in Minsk on Feb. 12 of a new ceasefire agreement is no cause to relax. On the contrary, Ukraine’s regime violated the previous ceasefire every day for months, targeting civilians with terror attacks. Already, influential neo-Nazi groups in Kiev and Sen. McCain in Washington have said they refuse to recognize the ceasefire.

As the one-year anniversary of the fascist-led coup approaches, Washington and NATO have been unable to accomplish their goals. At every step, they have encountered mass resistance, from armed people’s militias in the Donbass region to mass protests of mothers and grandmothers against the military draft in western Ukraine. But the danger continues to escalate as Washington and Wall Street grow more desperate.

According to German intelligence sources, up to 50,000 people have been killed in the Ukrainian civil war since April 2014. Ukraine’s military bombs schools, hospitals and homes, using U.S.-supplied weapons and tax dollars — our money!

McCain, Secretary of State John Kerry and others say they want to send Kiev $3.5 billion in heavy weaponry to continue the slaughter. All this is being done to bring NATO to Russia’s doorstep. Meanwhile, people in the U.S. are lied to by the media and officials, who blame Russia for the crisis and egg on further provocations.

Most people in the U.S. are unaware of Washington’s role in Ukraine. Yet every bomb that falls on children in Donbass is paid for with money stolen from hungry children here and brings us closer to a new world war that young Black, Brown and white workers will be expected to fight — the same young people who are today resisting racist police terror and low-wage exploitation at home.

It’s a critical moment to draw the connections between #BlackLivesMatter, #Fightfor15 and #SaveDonbassPeople. People across Ukraine oppose the war and are challenging the latest military draft, despite state repression and fascist terror in the streets. It is urgent that anti-war and progressive people here stand up against the U.S. masterminds of Ukrainian war crimes.

Ukraine is at the top of the news. Even a very modest action can have a big impact. Ask your local anti-war group, community organization or union to hold a rally or picket. Or get a couple of friends together to hold signs in a heavily trafficked area. Hand out flyers. Invite the media. Take some pictures that can be shared online. Every action against this growing war counts.

This attack can cause legal consequences.
