It does appear that way, but in re-reading his statement, I'm not quite sure.

Florer is on the east side of Houston, "across the street" from the TSBD. That would imply he was standing next to the Dal Tex.

Florer asks a lady where a phone is, and she mentions a pay phone in County Records. The lady then says there are a lot of phones on the 3rd floor "in this" building, which is the building Florer is standing "in front of". So the choice here is Dal Tex or TSBD, depending on which direction Florer was facing. The action was at the TSBD, so was Florer facing the TSBD?

Florer then follows the lady to the 3rd floor. of a building. Then we have Barnett in the Times Herald talking about people on the 3rd floor of the TSBD pointing out Florer, who was then escorted to the Sheriff's Dept.

Add to that, the story of Hill/Trantham/TSBD and Denham's prisoner.

Florer escorted to the TSBD after pat down by police. So they take him there first.

Hill/Trantham see Denham and his "prisoner" over at the TSBD.

Does Harkness then radio at 12:40pm for a squad for Denham's prisoner?

But instead they walk him to the Sheriff Dept.

Florer's friend Richard S Bartholow checks out. He was born 1939, so around the same age as Florer. Turned out to be a successful banker.

The BBQ restaurant on Pacific, up from Main/Poydras was likely a 4 min brisk walk to the corner of Elm/Houston. Radio announcement they heard would have been fairly quick after 12:30pm. So Florer could arrived within 5/6 minutes. 

Chat to lady across from TSBD, then up to the 3rd floor of a building. Could be up on 3rd at 12:37/8. Back down to street corner, then pointed out by people from 3rd floor window.

Pat down by police, marched to TSBD by 12:40, where Harkness calls for squad.

Possible.

Where did the shots come from?  The first indication of the direction is in the Altgens.  Three of the four SS agents on the limo running boards are looking back, but not at all up, looking, that is, right at the entrance to the TSBD.  What did they hear?  Could they have heard something from lower than an upstairs floor?  Say, as low as the third floor?  Was Sawyer's strange "3rd floor" transmission on the money?  Is the object that the front-steps guy holding up not just a camera?  The three agents seem to be looking right at him.  (The fourth does not seem to have heard anything.)  Or (harmless explanation) is the sound of a shot from above just muffled by that tree?

We'll never know, as Dealey Plaza is a natural echo chamber and people claimed to have heard shots from multiple different directions. However, there's no way to deny shots were fired from behind, unless you can explain away rear entry wounds to both JFK and Connally's backs ...

Oh.  I forgot to mention.  Speaking of possible ground-level shooting... Maybe Claviger was right about a shot from behind... from the SS car.  Though the 3 agents aren't looking directly behind...

I always get confused which building is which but it seems more likely to me that shots would have come from the building next to the TSBD with the fire escape on it. Looks like a block of flats/apartments. Not sure if that's the same building as the one Brading/Braden got busted in though.
