I'm surprised that LITAMIL/9's real name is listed... any idea when these docs were created?, (EDIT: FEB 1978) as he was on the edge a great deal of the time and was burnt out by the mid 60's... he was regularly seen as THE greatest source of info from inside that embassy and for the social activities of AZCUE... I think that if Mr. Black is a pseudonym for Altman, which is also an alias, as the document states, then possibly Mankel is an alias as well. Notice that Luxembourg is the source, which is curious because Arnold Silver, the COS in Luxembourg, the man who recruited QJWIN for William Harvey’s ZRRIFLE operation, is the man who as an interrogator for the Army Counter Intelligence Corps gave Otto Skorzeny a clean bill of health and recommended that he be released and allowed to go to Madrid, Skorzeny’s choice. Of course the agent named Mankel in this document who was sent to the Congo May not be QJWIN himself but an operative recruited by QJWIN.
