The International Telecommunications Union, Space Radio Communications, and U.S. Cold War Diplomacy, 1957–1963Hugh Richard Slotten AbstractThis article examines the role of the International Telecommunications Union (ITU), a specialized agency of the United Nations, in the international effort to manage the radio spectrum. The management of the radio spectrum has been one of the most important activities of the ITU. International agreements for the use of the radio spectrum have been necessary because radio waves do not simply stop at national borders. Governments have viewed the spectrum as an international common resource.Specifically, this article focuses on the development of radio spectrum policy for one of the most significant new radio “services” of the twentieth century: radio transmissions involving outer space. Crucial ITU administrative radio conferences in 1959 and 1963 organized especially by the United States laid the foundation for the Cold War space race. A focus on the efforts by the United States to manage the meetings is particularly important for gaining a deeper understanding of Cold War diplomacy and international relations during this crucial period. In the context of total cold war, diplomacy was closely linked to a broad range of national security concerns, not only military preparedness but also the symbolic and material struggle over hearts and minds. A central concern of the early efforts to arrive at international agreements for space frequencies was satellite communications. The United States was particularly concerned about convincing the international community to set aside large blocks of frequencies for a planned global satellite communications system that would serve multiple national security objectives. At some point you will realize there were a lot more Kaisers in the JFK annals than these persons, they might actually both be still alive...... Diaz executed a Cuban police chief in the late 1940s and likely committed 20 murders in his lifetime. “Lee Harvey Oswald did not act alone,” Summers told The ENQUIRER. “There was a conspiracy to kill President Kennedy, and the same people who hired Lee Harvey Oswald – whether it was the CIA, the Mafia or Cubans opposed to Fidel Castro – also hired Herminio Diaz.” Diaz arrived in the U.S. in mid-1963, according to CIA documents, just months be­fore Kennedy was struck down in Dealey Plaza on Nov. 22 of that year. “Diaz was a professional hit man with a record of political assassina­tions,” Summers said. “He’d also worked for Mafia chief Trafficante as security director of the Hotel Habana Riviera casino in Cuba. “He was in the country at the right time and was involved in the anti-Castro movement. Many people in that movement thought President Kennedy had betrayed them during the CIA-sponsored Bay of Pigs invasion in 1961 and the Cuban Missile Crisis in 1962, and had a motive to kill him. “Frankly, it all adds up.” According to Summers, Diaz revealed his role in the Kennedy assassination to a friend named Tony Cuesta. The two men were headed to Cuba by boat on an anti-Castro raid in 1966 when Diaz spilled the details on the murder plot. “Diaz and Cuesta talked on the boat while waiting to land in Cuba,” Summers said. “During their conversations, Diaz admitted to Cuesta that he’d taken part in Kennedy’s death.” Diaz was killed in the raid. Afterward, a photo published in a Cuban Communist Party newspaper showed that he was carrying a valid Florida driver’s license and a Social Security card when he died, evidence that he had indeed been in the U.S. His buddy Cuesta was badly injured in the raid, captured and jailed at Cuba’s infamous La Cabana Prison. While being treated at the jail infirmary, Cuesta confided Diaz’s assassination story to another anti-Castro inmate, Cuban Rein­aldo Martinez. After his release from prison, Martinez fled to Miami, and in 2007 he contacted G. Robert Blakey, who’d served as chief counsel of the U.S. House Select Committee on Assassinations. “Martinez thought he was about to die and wanted to set the record straight,” Blakey told The ENQUIRER. “After speaking with him, I believe he was telling the truth. It wasn’t just Lee Harvey Oswald who killed Kennedy. It was a conspiracy, and Herminio Diaz was the second shooter.” Summers also interviewed Martinez for two days in Miami. “Martinez had nothing to gain by telling his story, except for setting the record straight,” Summers, who videotaped the interview, told The ENQUIRER. “He told me he was close to death and was telling the story because, ‘It is the truth – my truth.’” Kennedy’s brutal slaughter stunned America and prompted his successor, President Lyndon B. Johnson, to order a thorough investigation of the tragedy. According to the official Warren Commission report on the assassination, Oswald acted alone in shooting Kennedy. BUT in the famed Zapruder film that shows the presidential motorcade moving through Dealey Plaza, Kennedy is first hit from behind, where Oswald was located in the Texas School Book Depository. After that, it appears that Kennedy was hit from the front at an angle which would indicate a shooter located on the “grassy knoll.” One expert who’s convinced there was a second shooter is world famous medical examiner Cyril H. Wecht, who’s spent decades studying the assassination. “Based on the available medical, physical and photographic evidence, all of which I’ve exam­ined multiple times, the assassination of President John F. Kennedy was carried out by two gunmen – not just Lee Harvey Oswald,” Wecht told The ENQUIRER. According to his analysis, Wecht says two gunmen fired four shots, and one assassin was situated at the front of the motorcade. “Based on the initial backward trajectory of the president’s head after being impacted by the gunshot blasts, I believe a shooter operated from the right front of the vehicle behind the picket fence on the grassy knoll,” he said. “Eyewitness accounts corroborate this.” While the Warren Report discounted that scenario, multiple eyewitnesses told the same story to the congressional committee between 1977 and 1979, according to Blakey. “At our hearings, there was lots of testimony that a shot was fired from the grassy knoll,” Blakey, also author of the anti-mob RICO act and professor emeritus of law at Notre Dame, told The ENQUIRER. “I believe there were four shots. The first, second and fourth shots came from the Texas School Book Depository. The third shot came from the grassy knoll. “The committee had everything but the names of the people involved in the conspiracy. Marti­nez’s story has filled in the last pieces of the puzzle. There were two shooters.” According to both Summers and Blakey, Marti­nez approached the FBI to tell his story but was told that the assassination investigation was closed. And Blakey called Summers’ discovery of Diaz’s role in the assassination a “breakthrough of historical importance.” “Summers’ book deserves to be read and taken seriously by all those who care about truth or justice,” he said. Summers added: “I completely believe the stories told by Reinaldo Martinez and Tony Cuesta about Herminio Diaz’s role in the assassination of President Kennedy. “Fifty years after the fact, their information has blown the investigation into the Kennedy assassi­nation wide open!” Robert: The only problem, if you want to call it that, is this is by no means "new information." I don't believe one can properly weigh the proper perspective on this document without recalling the woman...Mary Sims? who ostensibly summoned the Sheriff's Department in Dallas, in the aftermath of the assassination to "pick up" material which belonged to her Cuban boyfriend, that had material linking Oswald and Ruby.....Although I am going by memory, I believe there was a Ruby Communist Party badge, although it may have only been a FPCC badge. This was either the material or documentation in support of provided by Dallas DA Craig Watkins a couple of years ago. My take on this is that it was [the Cuban boyfriend's material] all "manufactured evidence."I would really feel good if the Cuban boyfriend's identity could ever be ascertained.....

I can only speak for myself, but the photo made me think back to the incident of Oswald leaving the court hearing after the fracas (August 9, 1963?) between Carlos Bringuer where Oswald was fined and was detained....WDSU, [i would imagine it was] cameras showed newsreel footage of Oswald walking out of what looked like a drugstore, and as he was about to walk out the door, there were at least three Cuban's, in his path. He walked past them & they looked very unhappy about the fact that they were on camera. I never was able to determine who the Cubans were in the footage, but the photo reminded me of what they might have looked like much later, not all of them, but the one on the far left..... FWIW

At one point she was working in a 7-11, back in the day. After quite some time any student of the assassinations of the 1960's, comes to realize that the intertwining of the famous and infamous to this topic, is to say the least a double edged sword.

A Precursor to the SS Maturata after November 22nd 1963.....methinks so... 11/27/1960 Houston Police, Federal Agents Seize Raw Opium HOUSTON, TX (UPI) Twenty-four pounds of raw opium - one of the largest seizures in the United States has been impounded by T-men and city police. A Pakistani seaman Said Ahmad, 40, is in Harris County jail facing federal charges of illegal possession of the opium. John L. Kelly, agent-in-charge here, of the Federal Narcotics Bureau here, announced the seizure and arrest here. Ahmad, a helmsman on the M. V. Elmbank, is being held on $10,000 bond, set by U. S. Commissioner Ralph Fowler, Saturday. The arrest was the climax of a one year investigation of opium traffic in the Houston area Kelly said. Federal narcotics and customs agents and the Houston police narcotics squadron cooperated in the case. Ahmad was arrested as he sought to board a bus for Beaumont.
  9. I have Jim Gatewood's bio of Decker, Bill, what would you like to know? If your thinking "Does he mention Wean's "story," the answer is no. There is no mention of Audie Murphy, Senator John Tower, et cetera. I used to have Wean's book, I hated it because it was sort of like a minaturized version of Piper's Final Judgement....and a serious overuse of the word Mishapuka. The fact that I ditched the book says alot regarding my perspective....FWIW A quote attributed to Jim Hougan about Watergate is, also applicable to the JFK Assassination which is "if one tries to understand Watergate in terms of a single monolithic operation conducted by a team of spooks with a unified goal, it will defy understanding."

The Appendix to Furiati's tome has a page from an article referencing the Trujillo assassination; Costa Rican newspaper La Republico, May 18, 1957, with the headline TRES PISTOLEROS TRUJILLO, with accompanying individual photographs of Herminio Diaz, Jesus Gonzalez Cartas, and Juan Manuel Delgado..... There has to be a "real photo" somewhere, instead of a dupe from a newspaper article over 50 years ago......

Billy James Hargis, a fiery evangelist and anticommunist preacher who founded the Christian Crusade and reached millions in an international ministry that used radio, television, books, pamphlets and personal appearances, died on Saturday at a nursing home in Tulsa, Okla. He was 79. Mr. Hargis, who had Alzheimer's disease, died at St. Simeon's Episcopal Home, where he had lived since last July, said his daughter, Becky Jean Frank. No cause of death was listed, Ms. Frank said. At the height of his popularity in the 1960's and 1970's, Mr. Hargis - a shouting, arm-waving, 270-pound elemental force whom Oklahomans called a "bawl and jump" preacher - broadcast sermons daily or weekly on 500 radio stations and 250 television stations, mainly in the South, and in other countries. He traveled almost constantly to deliver his Christian and anticommunist messages, wrote 100 books and thousands of articles and pamphlets, and published a monthly newspaper. Mr. Hargis, who began preaching as a teenager and later abandoned life as a pastor to engage in what became a lifelong crusade against communism, first gained international prominence in 1953, when he went to West Germany and sent aloft thousands of balloons bearing Biblical passages in hopes of reaching the people of Eastern Europe. Throughout the 1950's and 1960's, he organized and spoke at rallies across America, allying himself with the Rev. Carl McIntire, retired Gen. Edwin A. Walker and other anticommunist crusaders. In 1966, he established the David Livingston Missionary Foundation, which ran medical clinics and orphanages in Asia and Africa, and in 1970 he founded and became president of the American Christian Crusade College in Tulsa. Mr. Hargis appeared to be on his way to rivaling the Rev. Billy Graham and other major evangelists of his time. But his ministry and his following began to diminish after a series of reverses, including a long fight with the Internal Revenue Service that led in 1964 to the cancellation of tax-exempt status for his $1 million-a-year anticommunist Christian Crusade, for "political activities." Another case produced a landmark court decision and sharply cut Mr. Hargis's broadcasting empire. He was accused by Fred J. Cook, a journalist, of unfairly maligning him in a radio broadcast. Mr. Cook sought free air time to reply under the Federal Communications Commission's fairness doctrine. A radio station in Red Lion, Pa., sued, saying its First Amendment rights would be violated. But the Supreme Court in 1969 upheld the constitutionality of the fairness doctrine, and many stations thereafter were less inclined to broadcast controversial programs. In 1974, after Mr. Hargis was accused of having sexual relations with students of both sexes, he resigned as president of the college he had founded. He denied the accusations at the time and in a 1986 autobiography, "My Great Mistake," which was published by the Christian Crusade. Billy James Hargis was born on Aug. 3, 1925, in Texarkana, Tex., and was adopted by Jimmie Earsel Hargis and Laura Lucille Hargis. He graduated from Texarkana High School and attended the Ozark Bible College in Bentonville, Ark., but dropped out to become a preacher. At 18, he was ordained a minister in the Disciples of Christ denomination, and became a pastor at several churches in Oklahoma and Missouri. But in the early 1950's, he gave that up to become a radio preacher, and soon developed a passion for anticommunism that blended easily with his Christian sermons. As his charges of harboring communists widened to include government, business, labor, entertainment, cultural and charitable institutions and religious organizations, the Disciples of Christ dropped him as an accredited minister in 1957. By then, however, his crusade had grown into print and television media and was thriving. While his audience later faded, his message essentially remained unchanged. He continued to serve as the director of the Christian Crusade Ministries until last summer, when his son, Billy James Hargis II, took over. Besides his son, a Houston resident, and his daughter, Becky, of Tulsa, Mr. Hargis is survived by his wife, Betty Jane, whom he married in 1951; two daughters, Bonnie Jane Choisnard and Brenda Jo Epperley, both of Tulsa; 11 grandchildren; and 4 great-grandchildren. Nevertheless, there are some interesting factoids about the Goldberg surname, and its place in American History.....first off I want to be very clear that I completely and utterly despise the people who hate Jewish persons....So I am posting this for informational purposes only..... That whole ilk of so called American's who hate Jewish persons, African-American's, Italians, Catholics et cetera, have a great deal of responsibility for the degeneration of our culture, and which promotes hate and division.....I do not subscribe to the belief that any group, which can be summed up in a single word, surname, or organization "Killed Kennedy" Enough Said..... He was 95. Mr. Goldberg was born in Poland and lived in New Orleans for the past 75 years. For years, Mr. Goldberg was one of many merchants who made a living in the French Quarter. With his father and brothers, he operated I. Goldberg & Sons on Decatur Street, serving workers on the riverfront and in breweries and other industries in the Quarter. Mr. Goldberg's father, Isaac, came to New Orleans from Poland in 1910. In 1920, Isaac Goldberg brought his wife and three children to America. In 1922, he opened his first clothing store in New Orleans at 1119 Decatur. When an Army surplus store at 925 Decatur closed down, the Goldberg family moved their store there, living in spartan quarters on the second floor for a while. In 1927, Mr. Goldberg joined his father and brother, Israel, working in the shop, which was kept open seven days a week to build up the business. In later years, as the character of the French Quarter changed, the store's stock of men's work clothes decreased as T-shirts and other items geared to the tourist trade came to predominate. Mr. Goldberg retired in the early 1980s; his brother kept the store open for another 10 years. Mr. Goldberg was gabbai emeritus of Congregation Beth Israel and a member of B'nai B'rith and the Jewish Community Center. Survivors include a son, Myron S. He was 83. From 1986 to 2001, Goldberg, who lived in Harwich and later moved to West Barnstable, was a columnist for the Cape Cod Times. One of his most popular offerings each year was his New Year's column containing predictions on coming events, as well as a look back at his forecast record for the past year. "He always poked fun at himself," recalled his son, film director Daniel Adams, who also lives in West Barnstable. "People took great interest in his prognostications and on his hits and misses," remembered former Cape Cod Times Editor William Breisky. "His predictions column is probably his best remembered." Goldberg was known to many colleagues and friends as Manny. "I remember many, many times Manny coming into the newsroom with a great smile. I remember him as consistently positive, warm and buoyant," he said. Goldberg was born in Lynn, graduated from Boston University and earned a master's in journalism from the University of Wisconsin. He also did work on a doctorate in government at Harvard University. During World War II, Goldberg served as a captain in the Army in the China-Burma-India theater, and was awarded the Bronze Star for bravery and the Purple Heart. He was also the last editor-in-chief and business manager of the Stars and Stripes Magazine, and served as the chief press censor for the CBI theater of the war. Following the war, he worked as a Washington correspondent for Newsweek covering the White House and the House Committee on Un-American Activities. He later worked as speechwriter, along with the late Elliot Richardson, for then-presidential candidate Dwight D. Eisenhower. Massachusetts Gov. Christian A. Herter asked Goldberg to be his press secretary, a post he held from 1952 to 1956 during Herter's two terms in office. He was Boston University's news director from 1956 to 1964, and from 1964 to 1969 was dean of planning and development at Brandeis University. From 1969 until his retirement in 1985, he was president of the Arthur Monks Associates public relations firm in Boston, during which time he personally worked on the opening of the John F. Kennedy Presidential Library. He was also a lecturer at Boston University's College of Communication from 1969 through 1987. In 1972, President Nixon asked him to serve as Undersecretary of Health, Education and Welfare. Goldberg declined. "My dad thought he didn't want to work for someone like that. One of his biggest themes in life was integrity in government," Adams said. Although a lifelong Republican, Adams said his father always referred to himself as a "Lincoln Republican." A strong advocate of civil rights, Goldberg served on the Massachusetts Commission Against Discrimination in the 1950s, and chaired the Boston Mayor's Committee for Civic Unity during the civil unrest in the 1960s. He organized the Rev. Martin Luther King's first official visit to Boston during that time, and received death threats at his home, his son recalled. Goldberg also became the first white member of the Boston chapter of the National Association for the Advancement of Colored People. During his other careers after the war, he regularly produced articles, columns and book reviews for various publications, including the Cape Cod Times. He also served on a number of boards of trustees for various organizations. In 1985, Goldberg received the Distinguished Alumni Award from Boston University, and his professional papers were acquired by the university's Mugar Library, along with those of King and Dan Rather, for its contemporary history collection. Goldberg is survived by his wife, Paula M. Goldberg; a son, Daniel R. Adams; and three grandchildren. He was also the father of the late Betsy Rae Waldron. The great thing about Walt Brown is out of all researchers, he seems to have detailed knowledge of all of the 1555 Warren Commission documents, John Armstrong is also in that category. I believe it is too soon to tell for sure, but the "official" conspiracy theory for the 50th anniversary may have received some impetus from 2011's - Popular Crime: Reflections on the Celebration of Violence. Bill James, the one and the same as the guru of the Bill James Baseball Historical Abstract & Sabremetrics, endorsed Menninger's pablum of the Secret Service agent accidentally shooting JFK as his favorite version of the Kennedy assassination. Apparently taking on the Kennedy assassination wasn't enough, he also embroiled himself in the Penn State - Paterno/Sandusky pedophile scandal, not exactly a good career move. The LA Times review of his book stated "Since high school, in addition to demolishing conventional wisdom with his annual "Baseball Abstract," James has apparently been inhaling true-crime books like, well, a maniac. The result, dressed up with the defensively cerebral title "Popular Crime: Reflections on the Celebration of Violence," may just be the hastiest book it ever took a man 20 years to write. "Reflections" is putting matters generously. "Observations" comes closer; "Jottings" would just about nail it." And they call us conspiracy theorists......

  19. Does anybody have the phone log, or a URL for the phone log of the phone records of the law firm of Gill, Bernstein, Schreiber and Gill from (March 1962-November 1963)? The main number was 524-0147 and the unpublished line was 288-4648. Both lines were available to all the people in the office, which included Ferrie, Gill, Bernstein, Schreiber and Gill, and several interns, secretaries and investigators. These records show only toll calls, not local calls. Three years after the assassination, on January 4, 1967, secretary Alice Guidroz went through the monthly bills and drew a line through any call she could identify as Gill's, and turned them over to Jim Garrison's office.
  20. With the 50th anniversary of the assassination of President Kennedy approaching, I have a valid reason for wanting to bring back this thread. The "interesting JFK Books thread" would have been more logical to place some of this material. But I have my own reasons for placing the aforementioned here. The "French connection" to the JFK assassination is an area where the shooters who targeted de Gaulle prior to the JFK Assassination, and afterwards were real people not shadowy figures nobody knew. Historians have documented these activities which commonly centered around members of the OAS and the Algerian crisis. The latter was to de Gaulle what the Bay of Pigs was for Kennedy. Lt. Colonel Bastien-Thiry personified the attitude of many in the French military regarding their feeling that de Gaulle sold them out [he was initially against Algerian independence, but saw the writing on the wall for the colonial rule of not just France, but for Great Britain and Belgium]. Ironically, it was my study of the Galveston heroin transaction which led me to read Target de Gaulle: The true story of the 31 Attempts on the life of the French President Pierre Demaret & Christian Plume Dial Press - 1969 This is a book which, with only a few exceptions everyone has missed the boat on, including myself. If you think you know everything about the JFK assassination and haven't read this book, you are deluding yourself. I would go as far as saying that if Demaret is alive, really don't know. The people who are at the forefront of the research community should be on the horn.
